About this file

The document provided is a Questions and Answers (Q&A) document related to an Invitation to Bid (ITB) for the D3 Sanding Aggregate Production 2024 project issued by the Oregon Department of Transportation (ODOT). The project involves one qualified contractor delivering 250,000 cubic yards of 1/2"-0 sanding aggregate and stockpiling it at the Santiam (Little Nash) Cinder Pit. The contractor has the option to use an ODOT-provided material source. ODOT is willing to amend the contract by a few weeks to allow for overtime and weekend work, provided the work is completed before the winter season begins.

The document also addresses how the piles will be measured and paid, with progress payments based on estimates or contractor measurements, and final quantities measured by ODOT surveyors via drone fly-over. The contract administrator will forward the final quantity to the contractor for the final invoice.

QUESTIONS AND ANSWERS

1. It will be difficult if not impossible to produce 250,000 by August 31. Is ODOT willing to add time?

a. ODOT’s main concern is to get the material to its maintenance yards before snowfall. It is understood that overtime and weekend work will most likely need to be included in the bids. So long as the awarded contractor is proceeding in earnest with the work, ODOT is willing to amend the contract by a few weeks so long as the work is completed before the winter season begins.

2. Is the material to be stockpiled in the “stockpile” area shown on the plans, or the maintenance yard farther away?

a. The material is to be stockpiled on site as shown on the plans. ODOT will move it out to the maintenance yards as needed at a later time.

3. How will the piles be measured and paid? Will ODOT survey them? Does the contractor survey them?

a. Progress payments may be based on estimates or contractor can make their own measurements. Once production is finished, ODOT surveyors will measure the piles digitally by drone fly-over. The contract administrator will forward the final quantity to the contractor so they may prepare the final invoice.
