About this file
This is a Question and Answer document for Colorado Department of Public Safety Documented Quote (DQ) #2018-537, addressing vendor inquiries regarding a Total Fluid Management System solicitation for the Logistics Services Branch. The solicitation requests a comprehensive total fluid management system provider that includes both equipment (tanks and drums) and fluids. The annual quantities requested include 0W20 oil (1 drum of 55 gallons), 5W20 oil (880 gallons in a 120-gallon bulk refillable tank), 5W30 oil (5 drums totaling 275 gallons), synthetic transmission fluid (110 gallons in a 120-gallon bulk refillable tank), windshield washer fluid (410 gallons in a 120-gallon bulk refillable tank), and Valvoline 75W140 full synthetic gear oil (3 containers of 5 gallons each). The initial contract term runs through June 30, 2018, with potential renewal for the subsequent fiscal year (July 1, 2018 through June 30, 2019) if the vendor relationship proves beneficial to the State. This is a new solicitation rather than a contract renewal.
The award will be issued as a State Purchase Order rather than a formal contract. The solicitation specifies that vendors must deliver equipment and fluids to an address detailed in Section 1.1 of the bidding documents. Service intervals vary by vehicle type, and the State indicated it accounts for operational requirements across its fleet. No specific pricing terms, set-asides, incumbent information, or funding sources are detailed in this Question and Answer document.

Vendor Inquiries and State’s Responses for Colorado Department of Public Safety
Documented Quote (DQ) # 2018-537 RBAA
Total Fluid Management System for Logistics Services Branch
1. Question: Does this bid only request equipment and/or are the tanks to be filled through a separate bid?
Answer: No. The tanks and drums as well as the lubricants and fluids are requested as part of this solicitation. The Department of Public Safety is seeking a total fluid management system provider that includes fluids and equipment including tanks and drums.
2. Question: If they are to be filled through contract, what are the annual gallons estimated per product?
Answer: A State Purchase Order will be the award document, not a State contract.
The following items/quantities were ordered last State fiscal year:
o 0W20 oil - Dexos Approved - Full Synthetic - 55 gallon drums = 1 Drum o 5W20 oil – Synthetic Blend – 120 gallon bulk refillable tank = 880 gallons o 5W30 oil – Dexos Approved - Full Synthetic – 55 gallon drums = 5 drums (275 Gallons) o Synthetic Transmission fluid - 120 gallon bulk refillable tank = 110 gallons o Windshield Washer fluid - 120 gallon bulk refillable tank = 410 gallons o Valvoline 75W140 Full Synthetic gear oil – 5 gallon container = 3 containers
3. Question: What is the delivery address for equipment
Answer: See page 2, Section 1.1 for delivery address.
4. Question: Bid states contract ends on June 30, 2018?
Answer: Yes. Initially, the State seeks a vendor to finish out its fiscal year, which ends June 30, 2018. If the relationship between vendor and the State proves to be in the best interest of the State, then the award will be reissued for the next fiscal year, which runs from July 1, 2018 through June 30, 2019.
5. Question: Is this a new bid or is it currently under a contract that is expiring?
Answer: This is a new bid.
6. Question: What are the products that you are using today and the monthly quantities?
Answer: The products we are using today are the products listed in Exhibit A, Items 0001-0008. The services we have today include services listed in Exhibit A, Items 0009- 0011.
The ANNUAL quantities are as follows (also listed in Question 2):

7. Question: What are your vehicle change intervals and how do you account for vehicle idle time?
Answer: The service interval is different for different vehicles.
8. Question: In exhibit A 0004 and 0005 are you asking for pricing that is available for the oils that are listed in 0001-0003?
