About this file

Summary

This file contains a Santa Rosa County Development Order Site Plan approval document for the Oriole Beach Boat Ramp Park project, paired with related procurement notices from Santa Rosa County Board of County Commissioners seeking bids for Oriole Beach Boat Ramp Improvements. The development order approves a boat ramp park facility located at 3165 Linden Ave, Santa Rosa County, Florida (Parcel #312S28298000000PARK, Zone P2). The project received approval from both Engineering and Planning and Zoning departments on August 22, 2024, with an expiration date of August 22, 2029. The development order specifies setback requirements (25 feet front and sides, 50 feet rear at Mean High Water Line), parking, landscaping, internal circulation, and recreational/open space provisions. Two separate procurement notices issued by the Santa Rosa County Procurement Office on February 5, 2026, seek properly licensed and insured contractors to submit bids through the Santa Rosa County Procurement Portal. The first notice deadline for questions was February 23, 2026, with proposal submission due by 10:00 am on March 9, 2026, and public opening via Teams. The second notice extended the question deadline to March 13, 2026, with proposal submission due by 10:15 am on March 23, 2026, also with public opening via Teams.

The development order is conditioned upon compliance with all state and federal regulations and permits, with specific conditions addressing exterior lighting restrictions (maximum 0.5 foot-candles in residential districts), landscaping maintenance requirements, and protection of existing trees. No protected trees are being removed from the site. Santa Rosa County encourages participation from small businesses, minority-owned businesses, and disadvantaged business enterprises, with the Board reserving the right to waive irregularities in bids, reject any or all bids, and award to the proposal determined to be in the best interest of the county. The Board does not discriminate based on race, color, religion, national origin, disability, sex, or age in contract administration.

Disclaimer: The issuance of or granting of a Development Order shall not be construed to be a permit for, or an approval of, any violation of the provisions of this code or of any other ordinance of the jurisdiction. The issuance of a Development Order based on construction documents and other data shall not prevent the county from requiring the correction of errors.

Prior to any underground site work a permit must be obtained from the Building Inspections office. This Development Order is contingent upon obtaining all appropriate State and Federal regulations and permits. Issuance of a development permit by the county does not create any rights on the part of the applicant to obtain a permit from a state or federal agency and does not create liability on the part of the county for issuance of the permit if the applicant fails to obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or undertakes actions that result in a violation of state or federal law. This permit is conditioned on obtaining all other applicable state or federal permits before commencement of the development.

Prior to any land disturbing activity, all silt fencing and tree protection must be properly installed and maintained throughout the construction period. The Engineer of record for an engineered plan or the property owner for an Owner/Developer plan must submit a signed site final inspection request prior to obtaining a certificate of completion or occupancy. The inspection will be conducted within 3 business days of request. The 3-day timeframe will also apply to any necessary re-inspections.
