About this file

Summary

This is a preliminary cost estimate document for the Oriole Beach Boat Ramp Improvements project in Santa Rosa County, Florida, prepared as of May 26, 2023. The Santa Rosa County Board of County Commissioners is soliciting sealed bids from properly licensed and insured contractors for the project, with questions due by 12:00 pm on Monday, February 23, 2026, and proposals required by 10:00 am on Monday, March 9, 2026, for public opening via Teams. The project encompasses two design alternatives: the first involves constructing a cast-in-place concrete boat ramp with vinyl sheet-pile seawall, concrete bulkhead, reinforced concrete ramp, and curbing, while the second alternative includes all elements of the first option plus upland site improvements such as an underground stormwater system, concrete pavement covering 3,145 square yards, pavement markings, signage, landscape and irrigation features. The first alternative requires 189 linear feet of vinyl sheet-pile seawall, 188 linear feet of concrete bulkhead, 321 square yards of reinforced concrete ramp, and 118 linear feet of curb.

The preliminary cost estimate for the cast-in-place boat ramp alternative totals $1,291,212, including a 20 percent contingency of $215,202 against a subtotal of $1,076,010. The comprehensive alternative with upland site improvements is estimated at $1,846,080, with a contingency of $307,680 applied to a subtotal of $1,538,400. Both estimates include mobilization and demobilization, maintenance of traffic, demolition, erosion and water pollution control, and dewatering as foundational items. The Santa Rosa County Board of County Commissioners encourages participation from all business segments, including small businesses, minority and women-owned businesses, and disadvantaged business enterprises, and reserves the right to waive irregularities in bids, reject any or all bids, and award based on its determination of the county's best interest.
