About this file
This document is a Santa Rosa County Development Order Site Plan Application for the Oriole Beach Boat Ramp Park, a public/private utility facility located at 3165 Linden Ave. in Santa Rosa County, Florida. The development order was approved on August 22, 2024, and is valid through August 22, 2029. The project involves construction of a boat ramp park facility on parcel 312S28298000000PARK, zoned P2 with a Single Family Residential Future Land Use Map designation. The site plan was reviewed and approved by both the Engineering and Planning and Zoning departments, with all parking requirements, landscaping, internal circulation, and recreational/open space requirements deemed acceptable. The development order is contingent upon obtaining all appropriate state and federal permits and authorizations prior to commencement of any land disturbing activities, with silt fencing and tree protection measures required throughout the construction period. An Engineer of Record or property owner must submit a signed site final inspection request prior to obtaining a certificate of completion or occupancy, with inspections to be conducted within three business days of request.
The development order includes specific conditions regarding exterior lighting, landscaping maintenance, and protected tree preservation. No new exterior lights have been approved; all exterior lighting must be pre-approved by the Planning and Zoning Department and installed to avoid direct illumination of adjacent properties or right-of-way, with lighting restricted to not exceed 0.5 foot-candles in residential districts. All required landscaping must be maintained as approved or replaced if removed due to natural causes or acts of God. The site contains no protected trees for removal. Prior to any underground site work, a building permit must be obtained from the Building Inspections office. The development order clarifies that its issuance does not constitute approval of code violations, does not guarantee state or federal permits will be obtained, and does not create county liability for applicant failure to obtain requisite authorizations.

Disclaimer: The issuance of or granting of a Development Order shall not be construed to be a permit for, or an approval of, any violation of the provisions of this code or of any other ordinance of the jurisdiction. The issuance of a Development Order based on construction documents and other data shall not prevent the county from requiring the correction of errors.
Prior to any underground site work a permit must be obtained from the Building Inspections office. This Development Order is contingent upon obtaining all appropriate State and Federal regulations and permits. Issuance of a development permit by the county does not create any rights on the part of the applicant to obtain a permit from a state or federal agency and does not create liability on the part of the county for issuance of the permit if the applicant fails to obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or undertakes actions that result in a violation of state or federal law. This permit is conditioned on obtaining all other applicable state or federal permits before commencement of the development.
Prior to any land disturbing activity, all silt fencing and tree protection must be properly installed and maintained throughout the construction period. The Engineer of record for an engineered plan or the property owner for an Owner/Developer plan must submit a signed site final inspection request prior to obtaining a certificate of completion or occupancy. The inspection will be conducted within 3 business days of request. The 3-day timeframe will also apply to any necessary re-inspections.
DO Conditions:
1. This Development Order is for a public/private utility facility as defined in
LDC Section 1.07.00 and is allowed in the zoning district per Section
2.03.01.02. Any other uses will be required to be reviewed by Santa Rosa County Planning and Zoning and/or the Building Department prior to the addition of the use to ensure compliance with current codes.
2. No new exterior lights have been approved with this Development Order. All exterior lights are to be approved by the Planning and Zoning Department prior to installation. Lighting shall be installed so as not to shine directly on adjacent property, or on to right-of-way. Lighting shall avoid annoyance from brightness and glare. Direct or indirect light from the source shall not cause illumination in excess of 0.5 foot-candles when measured in a residential district.
3. All required landscaping must remain as approved or replaced if removed. This includes vegetation that dies of natural causes or acts of God.
4. No Protected trees are being removed from this site.
