About this file

This is a Performance Work Statement (PWS) for an Underwater Inspection in Lieu of Drydocking (UWILD) service for the USNS Byrd, a T-AKE class vessel. The work is categorized as TAKE-CCSI and covers a five-year contract period with the initial performance scheduled for September 24, 2026 through October 7, 2026 in Guam. The vessel specifications include a length of 688 feet 11 inches, breadth of 654 feet, forward draft of 22 feet 10 inches, and aft draft of 27 feet 9 inches, with one rudder and one propeller.

The primary objective is to conduct a comprehensive underwater hull cleaning and inspection as an alternative to traditional drydocking survey, utilizing closed-circuit television with two-way communication and supplemented with color photographic and video documentation. The contractor must hire an ABS-recognized External Specialist diving contractor to perform all examinations, servicing, and photography under ABS, USCG, and manufacturer requirements. Key work activities include conducting a pre-survey planning meeting with the OMT REP, ABS Surveyor, ship's master, and chief engineer; examining and recording detailed underwater hull conditions including sea chests, anodes, rudder, propeller, stern bearings, and all inlets and discharges; taking stern and rudder bearing clearance measurements; internally examining representative sample tanks and cargo holds; and submitting condition reports in PDF format and three copies of comprehensive video documentation on DVD. The contractor must also provide electronic copies of all revised technical documentation, comply with all applicable General Technical Requirements (GTRs 1-7, 22-24, 28-29), and follow strict high-voltage electrical safety protocols specific to T-AKE class vessels. The Principal Point of Contact is Michael Perry, Principal Port Engineer USNS EARHART T-AKE 6.
