About this file
This is a Performance Work Statement (PWS) for Underwater Hull Cleaning and Inspection in Lieu of Drydocking (UWILD) services on the USNS Earhart, a T-AKE class vessel. The work is located at US Naval Base Guam with a period of performance from 18 October 2026 to 2 November 2026. The vessel is 688.98 feet in length with a molded breadth of 76.11 feet, draft forward of 22 feet 10 inches, and draft aft of 27 feet 9 inches, featuring one propeller and one rudder.
The contractor must conduct comprehensive underwater cleaning of high-stress areas, welds, hull markings, sea chests, gratings, propellers, shafting, rudders, and pintles. The UWILD inspection must be performed as an alternate to drydocking survey using specified NAVSEA drawings as guidance and must comply with ABS Rules for Survey After Construction. Key requirements include: conducting a pre-survey planning meeting with the OMT Representative, Master, Chief Engineer, and ABS Surveyor; performing closed-circuit television examinations with two-way communication under ABS Surveyor surveillance; opening hinged gratings on all sea chests for internal inspection; examining sea valves and external shell plating; and providing three copies of video documentation with audio commentary on DVD. The contractor must employ an ABS-recognized External Specialist for in-water surveys and provide signed qualification letters and ABS certificates prior to work commencement. All deficiencies must be documented in condition reports with recommended repairs, and all access plates and blanks must be removed upon completion, leaving the vessel ready for service. Compliance with General Technical Requirements (GTRs 1-7, 22-24, 28-29) and all applicable USCG and manufacturer requirements is mandatory.
