About this file
This file contains solicitation questions and answers for a Request for Quotes (RFQ) issued by the Department of the Navy Military Sealift Command for underwater hull cleaning and inspection services on the USNS AMELIA EARHART (T-AKE 6), a T-AKE class vessel. The Q&A document addresses 19 substantive inquiries and clarifications regarding scope, performance location, contractor responsibilities, and technical requirements.
Key clarifications include: the prime contractor may utilize a qualified local Guam diving subcontractor, provided the subcontractor holds ABS (American Bureau of Shipping) certification or operates under ABS-certified oversight; full-hull cleaning conforming to ABS standards is required, including cleaning of high-stress areas, welds, hull markings, sea chests, propellers, shafting, rudders, and pintles; the contractor must provide all mobilization, demobilization, transportation, and travel costs within the firm-fixed price quotation with no Government airlift or sealift assistance available; the contractor must provide a small boat and operator for ABS Surveyor inspection of above-waterline areas, as Government vessels cannot be used; the Government will retain, schedule, and pay the attending ABS Surveyor; performance will be conducted pier-side at Guam Naval Base (specific berth to be determined) with no Government-provided utilities, equipment, or services; and the contractor must arrange decompression chamber requirements independently. The corrected Performance Work Statement reflects USNS AMELIA EARHART (T-AKE 6) rather than USNS BYRD, and the anticipated Period of Performance will be finalized prior to contract award, expected by September 30, 2026. The work location is confirmed as Guam with sufficient water clarity previously established through multiple successful MSC operations.

Solicitation Questions for N3220526Q7258
1. May the prime offeror perform the requirement using a qualified local Guam diving subcontractor/execution team?
Yes.
1. If so, is it acceptable for the required ABS-recognized External Specialist status/certificate to be held by the performing diving subcontractor, provided the prime submits that current ABS certificate and all required qualification documentation with the quotation?
ABS will be present for this scope of work. Diving Sub-Contractor must be either ABS Certified or must have the oversight of the qualified ABS Certified Prime Contractor.
3. whether South Korean commercial diving licenses are acceptable or whether ADCI or another U.S.-recognized credential is mandatory;
Must be ABS Certified.
4. any foreign-national, installation-access, security-clearance, or mandatory safety-training requirements;
ABS Certification will resolve this.
5. the expected berth or worksite in Guam and any applicable local waste-handling/disposal requirements;
The Contractor should have a full understanding of local waste handling/disposal requirements for GUAM. These requirements are publicly available. Seward Marine is the typical contractor for GUAM.
6. whether the referenced vessel drawings can be made available before quotation; and
Yes.
7. whether any local logistical support will be available beyond the ship-side lockout/tagout coordination and survey-planning information described in the PWS.
GUAM and Master will coordinate pier access (local logistical support).
