About this file
This is a Statement of Work (SOW) for conducting an Underwater Inspection in Lieu of Drydocking (UWILD) on the USNS Earhart (TAKE 16), a T-AKE class naval supply ship measuring 688.98 feet in length with a 76.11-foot beam. The work is to be performed at US Naval Base Guam and includes comprehensive underwater hull examination as an alternative to traditional drydocking surveys.
The contractor must conduct a pre-survey planning meeting with the vessel's Master, Chief Engineer, ABS Surveyor, and Operations and Maintenance Team (OMT) Representative to confirm the vessel's eligibility and overall condition. The underwater inspection shall be performed by an ABS-recognized diving contractor using closed-circuit television with two-way communication and must include examination of all sea chests, hull plating, rudder assemblies, propeller, shaft seals, stern bearings, anodes, cathodic protection systems, and inlets/discharges. The contractor must open hinged gratings on sea chests to allow internal inspection and measure bearing clearances and weardown. All findings must be documented through color photographic or video documentation on DVD, with three copies submitted—one to the OMT Representative, one to the ship, and one to the ABS Surveyor. Upon completion, all access plates, plugs, and blanks must be restored, leaving the vessel in ready-for-service condition. The contractor must provide a qualified diving contractor holding current ABS certification as an External Specialist and submit a signed letter of qualification prior to commencing work. A condition report detailing any deficiencies with recommended repairs must be submitted to the OMT Representative in PDF format.

4.0 NOTES
4.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.
4.2 This work item is applicable to vessels who have approval from ABS to conduct ABS Rules for Survey After Construction, Part 7, Appendix, Section 1, Underwater Inspections in Lieu of Drydocking Surveys. If a vessel has any outstanding recommendations for repairs to the propeller, rudder, stern frame, underwater structure, or sea valves it may not be eligible for UWILD.
4.3 This ship contains high voltage (hv) electrical systems. Obey all posted and verbal instructions regarding safety and exclusion from high voltage areas. At no time approach, work on, or enter a high voltage area without proper authorization.
4.4 The T-AKE class electrical color coding does not follow the consistent color scheme. The ship is known to have current carrying conductors colored green, blue, black, and white. Assume all electrical cables are energized until tested and proven otherwise. Test all electrical cables to ensure they are de-energized prior to working on the item.
5.0 QUALITY ASSURANCE REQUIREMENTS: None additional
6.0 STATEMENT OF WORK REQUIRED
6.1 Conduct an Underwater Inspection in Lieu of Drydocking (UWILD) as an alternate to the Drydocking Survey using References 2.1 through 2.5 as guidance.
6.2 Coordinate with ship’s force to have associated equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.
6.2.1 With assistance from the OMT REP tag out all overboard discharges, pump suctions, cathodic protection systems, jacking gear, and other systems or equipment that could affect divers.
6.3 Conduct a Pre-Survey Planning Meeting with the OMT REP, Divers Rep, Master, Chief Engineer, ABS Surveyor and OMT REP in attendance. The meeting agenda and discussion shall, at a minimum, cover:
6.3.1 The vessel’s Master, Chief Engineer, or person in charge, is to submit a signed letter to the ABS Surveyor stating the general overall condition of the vessel, level of maintenance, any known or suspected damage and cleanliness of the underwater body.
6.3.2 Confirm that the vessel has made no unapproved repairs.
6.3.3 Confirm there is no record or indication of abnormal deterioration, outstanding recommendations, or damage to underwater body, propeller, rudder, stern frame, underwater structure, or sea valves.
6.3.4 OMT REP is to provide the ABS Surveyor with the most recent gaugings and gauging report from the last Special Survey.
6.3.5 OMT REP is to provide the Shipyard Superintendent, Divers and ABS with plans and drawings showing the external details of the hull below the sheer strake, including the following items and their location:
