About this file

This Performance Work Statement (PWS) details rotary airlift services for the North Warning System (NWS) across five zones in Canada from 1 October 2026 to 30 September 2031. The contractor must provide a minimum of one rotary aircraft per zone, capable of IFR flight and Night Vision Goggle (NVG) operations, with removable passenger seating for at least eight passengers. Each aircraft must transport a minimum payload of 1,850 pounds over 150 nautical miles nonstop, comply with Canadian safety requirements, and be equipped with cargo tie-down devices.

The five operational zones are Inuvik, Cambridge Bay, Hall Beach, Iqaluit, and Goose Bay, with flights authorized to Short Range Radar (SRR), Long Range Radar (LRR), and Logistic Support Site (LSS) locations. Flights between zones require prior authorization from HQ ACC AMIC Det 1, and failure to obtain authorization may result in mission reimbursement denial. The NWS O&M contractor can schedule flights or direct mission routing, with commercial airfields potentially used depending on mission requirements. NWS personnel will be considered passengers during these operations.
