About this file

This Performance Work Statement (PWS) details supplemental rotary airlift services for the North Warning System (NWS) from 1 June 2027 to 30 September 2031. The contract requires a contractor to provide three rotary aircraft capable of precision cargo and passenger transport across five operational zones: Inuvik, Cambridge Bay, Hall Beach, Iqaluit, and Goose Bay. Each aircraft must be equipped to transport a minimum payload of 1,850 pounds, including up to eight passengers, with the ability to fly 150 nautical miles nonstop.

The aircraft will support NWS Operations and Maintenance (O&M) contractor missions, flying routes to Short Range Radar (SRR), Long Range Radar (LRR), and Logistic Support Sites (LSS) as scheduled by HQ ACC AMIC Det 1. The contractor must operate on a 24-hour (12-hour duty day), 7-day-a-week basis, with flexible basing locations that can be adjusted based on mission requirements. Inuvik and Goose Bay will serve as primary origin/destination points, and basing fees will be charged based on the zone where aircraft and crew are stationed, not the mission's origin zone.

APPENDIX 4 SUPPLEMENTAL ROTARY AIRLIFT REQUIREMENTS

1.0 REQUIREMENTS FOR AIRCRAFT AND SERVICES

1.1. The operational period of performance for this requirement is from 1 June 2027 to 30 September 2031. The actual performance dates may change due to scheduling, weather, or other uncontrollable events. For the primary period of operations, as described in Appendix 4, the Contractor will be available to perform services on a 24-hour (12 hour duty day) 7-day a week basis.

1.2. The Contractor will provide three rotary aircraft capable of precision slinging to include cargo basket transport methods and available to operate in the entire North Warning System Area of responsibility and at all sites as described in Appendix 1. All Supplemental Aircraft will be equipped with removable and/or foldable passenger seating which provides seating with seat belts for a minimum of eight passengers. The aircraft will have the capacity of transporting, on each flight, any combination of passenger(s) and/or cargo totaling a minimum payload of 1,850 pounds (for example: four passengers with personal gear weighing 1000 pounds and tools and equipment weighing 850 pounds). This payload will not include helicopter crewmembers and Contractor equipment required for the performance of this contract. The aircraft shall be capable of transporting the total payload a range of 150 nautical miles nonstop.

1.3. Inuvik and Goose Bay will be considered as the point of origin for the start and finish of the Supplemental Rotary Airlift requirement as described in the PWS. Inuvik, Hall Beach, Cambridge Bay, Iqaluit, and Goose Bay will be considered as bases of operations. Specific basing will be at the direction of HQ ACC AMIC Det 1 in consultation with the NWS O&M contractor and are subject to change during the period of performance based on mission requirements.

1.4. The NWS O&M contractor may require the aircraft to be utilized to its maximum capability as determined by the Aircraft Commander. NWS personnel will be considered passengers and not identified as crew or other specialized category of personnel.

1.5. Zone 1 (Inuvik) flights may fly any combination of routes to Short Range Radar (SRR), Long Range Radar (LRR), or Logistic Support Site (LSS) locations as scheduled by the NWS O&M Contractor or as directed by HQ ACC AMIC Det 1. Sites are provided, but not limited to, the approximate locations in Appendix 1. Commercial airfields may also be employed depending on mission requirements. On occasion, Paulatuk may be used as a staging location.

1.6. Zone 2 (Cambridge Bay) flights may fly any combination of routes to Short Range Radar (SRR), Long Range Radar (LRR), or Logistic Support Site (LSS) locations as scheduled by the NWS O&M Contractor or as directed by HQ ACC AMIC Det 1. Sites are provided, but not limited to, the approximate locations in Appendix 1. Commercial airfields may also be employed depending on mission requirements.
