About this file
This Performance Work Statement (PWS) outlines rotary airlift services for the North Warning System (NWS) from 1 October 2026 to 30 September 2031. The contractor must provide a minimum of one rotary aircraft per zone (five zones total: Inuvik, Cambridge Bay, Hall Beach, Iqaluit, and Goose Bay), with each aircraft capable of transporting eight passengers and a minimum payload of 1,850 pounds over a 150 nautical mile range. All aircraft must be IFR-capable, equipped with Night Vision Goggles (NVG), comply with Canadian safety requirements, and have cargo tie-down devices.
The primary mission involves flying to Short Range Radar (SRR), Long Range Radar (LRR), and Logistic Support Site (LSS) locations as scheduled by the NWS Operations & Maintenance (O&M) Contractor or directed by HQ ACC AMIC Det 1. Cross-zone flights require prior authorization, and failure to obtain authorization may result in mission reimbursement denial. Commercial airfields can be used depending on mission requirements. The contract emphasizes flexibility in routing and payload, with NWS personnel considered passengers and the aircraft to be utilized to its maximum capability as determined by the Aircraft Commander.
