About this file
This is Addendum 1 to an Invitation to Bid (ITB) issued by Marion County, Oregon, for PW1678-25 Santiam Canyon Parks Hazard Tree Removal. The addendum clarifies specifications and requirements for hazardous tree removal operations across three zones within Santiam Canyon Parks, addressing questions submitted by prospective bidders. Key specifications include requirements that burn piles not exceed 15 feet in diameter and 8 feet in height, with placement in county-approved locations that minimize impacts to park users, vegetation, soils, and infrastructure. Material utilization requirements differentiate between small diameter material (20 inches diameter at breast height or less), which shall be piled for burning, and large diameter material (greater than 20 inches), which may be left on-site with up to 25 percent scattered for wildlife habitat and the remainder consolidated into moderately sized piles. The original ITB was issued on January 7, 2026, with a questions deadline of January 20, 2026, at 2:00 PM PST, and bid submission deadline of January 29, 2026, at 2:00 PM PST.
The addendum clarifies that contractors must obtain either an Oregon Construction Contractors Board (CCB) license or a Logging Contractors Board (LCB) license, as tree services are classified as construction activities requiring licensure. All work is classified as park maintenance rather than land improvement. Professional judgment and best practices will be used to identify hazardous trees, with a Marion County representative available on-site for discussion and confirmation during project implementation. No on-site markings or inventory spreadsheets will be provided for Zones 2 and 3; bidders must submit pricing for all bid items including alternate proposals. All utilization, piling, and placement of material is subject to inspection and approval by Marion County Parks or its designated representative prior to burning or project closeout. The applicable prevailing wage rates are referenced in the BOLI January 5, 2026, Prevailing Wage Rate Book.
