The procurement employs a combined technical and price evaluation methodology with technical proposals valued at 100 points and price proposals at 11 points, requiring a minimum technical score of 70 points for responsiveness. The Department has established a maximum budgetary limitation of $1,050,000 for the contract, with all unit prices and billing rates encompassing all costs associated with service delivery. Vendors with active FDOT District contracts not expiring within 12 months are ineligible to submit proposals, and vendors cannot hold more than one active district-wide contract simultaneously with the Department. All respondents must be registered in Florida's MyFloridaMarketplace system, out-of-state entities must be authorized to conduct business in Florida, and all responses are subject to federal compliance requirements including nondiscrimination provisions, Buy America requirements, and Byrd Anti-Lobbying certifications for contracts exceeding $100,000.
