About this file
This is a Public Records disclosure document issued by the City of New Smyrna Beach, Florida, related to Request for Proposal 13-26-MP for a Parking Guidance System (PGS) installation project. The City seeks qualified contractors to furnish and install a fully cloud-based PGS across two downtown parking areas: the Canal Street Area (596 total spaces) and the Flagler Avenue Area (211 total spaces), with a secondary option for expansion to four unpaved lots containing 294 additional spaces. The proposed system will provide real-time occupancy information through flush-mounted parking sensors, two digital matrix signs, and a web dashboard tracking metrics including peak occupancy, dwell time, and turnover rates. Proposers must submit a complete turnkey solution with fixed total cost including equipment, labor rates for five-year preventive maintenance, and both solar and hard-wired options for gateways and signage. Written questions are due March 30, 2026, with proposal submissions required by April 15, 2026, at 5:00 p.m. via the City's e-Procurement portal. Proposal opening occurs April 16, 2026, with evaluation meetings on April 23, 2026, and award recommendation to City Commission on May 12, 2026. The City intends to award a single contract with potential renewal upon mutual consent and City Commission approval, with all submittals remaining valid for 180 days from submission.
Minimum qualifications require five years of PGS design, furnishing, and installation experience; current Florida business certification; active Sunbiz registration; proof of three years' financial stability; appropriate professional licensing; and required insurance coverage with minimum A.M. Best ratings of "A" or better and Financial Size category "VII" or better. Evaluation will be scored on 100 points across six criteria: Introduction and Letter of Interest (5 points), Project Approach and Management (25 points), Experience and Qualifications (25 points), Proposed Fee and Deliverables (20 points), References (5 points), and Financial Stability (20 points). No specific set-aside designations for disadvantaged enterprises are identified; however, all responding firms must comply with equal employment opportunity requirements, federal regulations including Davis-Bacon Act prevailing wage requirements, E-Verify registration, drug-free workplace certification, and human trafficking attestations. No incumbent vendor is identified in the procurement documents, and no specific award value or budget range is disclosed. All contractors must comply with Florida public records laws by maintaining required records, providing copies or inspection upon request within a reasonable timeframe, protecting exempt or confidential records, and transferring all public records to the City upon contract completion in formats compatible with the City's information technology systems. Questions regarding public records compliance should be directed to the City Clerk at 386/410-2630 or clerk@cityofnsb.com.
