ARE/FEASIBILTY STUDY – #25-105PFD
CITY OF PEACHTREE CITY
REQUEST FOR PROPOSALS
PUBLIC SERVICES FEASIBILITY STUDY
INTRODUCTION
The City is seeking proposals from qualified firms to provide services to undertake a feasibility study for establishing a Public Safety Answering Point (PSAP). Several departments in the city currently utilize Fayette County Communications Center as the public safety answering point (PSAP) for the provision of public safety telecommunication services. The existing PSAP operates an Enhanced 9-1-1 communications / dispatch center. Fayette County Communications is the primary PSAP within the county. Interoperable communications and the need for effective and efficient technologies to compliment 911 communications infrastructures, as well as the desire to operate one Emergency Operations Center (EOC) are all significant economic and public safety issues for the City of Peachtree City (City). The City believes that Fayette County Communications is failing to meet the basic expectations of its end users. At the same time, the public’s expectation of quality of service and level of emergency response has increased. The citizens expect and deserve a public safety communications system, dispatch center and emergency operations center that remain functional under all conceivable circumstances and conditions.
The challenge is to configure a public safety dispatch center and an EOC that can integrate all emergency responders in a flexible, adaptable, high tech, and secure environment (meeting federal, state and local standards), and that allows for sharing of response and incident management information.
BACKGROUND
The City is a suburban area located in Fayette County, Georgia. It is part of Metro Atlanta; and lies approximately 31 miles south of the city limits. Peachtree City is a planned community consisting of 5 distinct villages and has 100 miles of multi-use paths which citizens use for both leisure and commuting.
The population currently sits at 38,000 residents and continues to increase as young families move into the area. Peachtree City is considered a “bedroom community” with many citizens commuting to Atlanta for work, however there are also several large international employers within the city itself. Opportunities for employment in Fayette County continue to increase as the film industry grows and large companies expand their presence in the city.
DEMOGRAPHIC DATA
The City has a large aging population, however, there is an increase of young families moving to the area.
The median age in the city is 44, with 18% of the population being over 65 years old. According to the most recent census, the population consists of 77% white, 6.9% black or African American, 7.7% Asian, 0.5% Native Hawaiian or Pacific Islander, and 8% Hispanic or Latino. 15.2% of the population speak a language other than English at home. The median household income is $103,000 per year, and there are 14,344 households with an average of 2.63 persons per household. The average home price is approximately $380,000. 59% of the population hold a bachelor’s degree or higher, and 98% of the population hold a high school diploma. 6.9% of the population under 65 has a disability.
PUBLIC SAFETY CONTEXT
The City’s Fire and EMS Department operates out of four full stations and an ambulance/EMS only station.
They operate three shifts with employees working 24 hours on and 48 hours off. Their call volume continues to increase 5% each year and operates with 24 full-time individuals. The City is committed to building a fifth station and expand community outreach. The department employment includes two deputy chiefs, one fire marshal, three divisional chiefs, three administrative coordinators, two inspectors, and a training coordinator in addition to the 75-line staff.
The City Police Department operates 24-hours a day with two 12-hour shifts. In general there are 7 to 10 officers working patrol assignments per 12-hour shift. The police department has 78 sworn officers and 6 civilian staff.
PROJECT DESCRIPTION
The City has been examining the concept of a joint PSAP/Dispatch Center/EOC to address current and future needs. Several states and many counties across the country have already implemented or are considering joint PSAP facilities. For our purpose, enhanced communications within and across departmental boundaries will provide highly trained dispatch professionals operating with state-of-the-art equipment in physically secure and properly up-fitted facilities serving multiple service organizations (Police, Fire, EMS, Emergency Management and other City departments.) The inclusion of the EOC in this facility provides for the same work environment and should include adequate space for continuity of government, provide opportunities for sharing resources and new technology, and additional space such as a media room to provide opportunities for information to be disseminated to the public via the media about community emergencies.

If a contractor does not have any employees and does not intend to hire any employees, in lieu of the above affidavit the contractor may provide a copy of state-issued driver’s license or identification cared to the City for each independent contractor utilized in satisfaction of part or all of the contact with the City.
However, a driver’s license or identification card will be acceptable if it is issued by a state that verifies lawful immigration status. The Georgia Attorney General will provide a list of states that verify lawful immigration status and post this list on its website. The City must confirm that all of the copies of driver’s licenses and identification cards presented to it come from states that verify lawful immigration status.
State law requires that before a bid/proposal for the physical performance of services is considered by the City, the bid/proposal must include a signed, notarized affidavit from the contractor. Subcontractor affidavit(s) would be required only upon award.
