About this file
This document is an Addendum to the Request for Proposals (RFP) issued by the City of Peachtree City, Georgia for a 911 Feasibility Study (RFP 25-105PFD). The study is intended to evaluate the feasibility of establishing a consolidated Public Safety Answering Point (PSAP) that would serve the City's Police, Fire-Rescue, Public Works, and EMS departments. The RFP states that the PSAP would not involve other jurisdictions beyond the City of Peachtree City. The City has indicated that only the final presentation to the City Council will require an on-site meeting, with all other meetings able to be conducted virtually. The City will accept a fixed-fee price proposal with travel costs reimbursed separately. The City has not previously conducted any similar studies and cannot guarantee the full cooperation of the existing Fayette County Communications Center.
Regarding pricing, the City has specified that they will accept a fixed-fee proposal with travel costs reimbursed separately. The RFP does not mention any set-aside requirements, incumbent contractors, or specific funding sources. The City's response indicates they are seeking to improve the current public safety telecommunications services provided through the Fayette County Communications Center, though the specific failings of the current system are not detailed.

CITY OF PEACHTREE CITY
911 FEASIBILITY STUDY

ADDENDUM #1
1. QUESTION: Does the City also wish to receive a pdf copy of the consultant's proposal? CITY’S RESPONSE: Although not required, a thumb drive may be submitted with proposal.
2. QUESTION: Who are the members of the City's review panel by position classification and not name? CITY’S RESPONSE: The panel members have not yet been finalized; will consist primarily of public service personnel.
3. QUESTION: What are the three major failings of Fayette County Communications, as mentioned on page 3 of the RFP under Introduction, which have motivated the City to undertake this project at this time? CITY’S RESPONSE: Upon award, staff will have lengthy discussion with the awardee.
4. QUESTION: Is the feasibility study intended to address only the City of Peachtree City's (1) Police and (2) Fire-Rescue Departments as members of the new PSAP, or are other agencies to be included? We ask since the RFP mentions: (1) on page 6 under Organizational Structure "...the consolidated PSAP..." where the phrase "consolidated PSAP" as it is used in the emergency-communications profession usually refers to a multi-jurisdictional PSAP; and (2) twice on page 7 at the fourth bullet under Implementation "...collaborative partnerships...." CITY’S RESPONSE: The feasibility is for consolidated police, fire, Public Works and EMS PSAP. No other jurisdictions will be included in this study.
5. QUESTION: What is the phrase "collaborative partnerships" intended to connote? CITY’S RESPONSE: A collaborative partnership is an agreement between two or more parties to share resources and work together to achieve a common goal. The goal is for all parties to benefit from working together.
6. QUESTION: Has the City undertaken any previous studies related to this subject? If so, would the City please provide copies at this time? CITY’S RESPONSE: No previous studies have been undertaken.
7. QUESTION: Can the City assure the full cooperation of Fayette County Communications in this effort? CITY’S RESPONSE: No.
8. QUESTION: Would the City please specify exactly which and how many meetings
(1) must be attended by the consultant on site in Peachtree City or (2) can be carried out by video-conference such as TEAMS? We note that the RFP addresses meetings by several different groups including (1) the City Council at page 6, (2) Police and Fire Chiefs at page 6, (3) progress meetings at page 6, and (4) and stakeholders at page 7. CITY’S RESPONSE: Only the final meeting for City Council will be on-site. All other meetings can be virtual.
9. QUESTION: Will the City accept a price proposal which states a fixed fee for all professional services, but with travel reimbursed at cost? We ask given the uncertainty regarding the number of on-site meetings in Peachtree City which may be involved. CITY’S RESPONSE: Yes.
