About this file

This document is a clauses incorporation list for a U.S. Air Force contract (FA330026P0103) that incorporates numerous Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses by reference. The contract includes Defense-specific requirements covering cybersecurity, supply chain risk management, buy American provisions, small business subcontracting, labor standards, and prohibited transactions with designated entities including Iran, Venezuela, and the Xinjiang Uyghur Autonomous Region. Payment is processed through the Wide Area WorkFlow (WAWF) system, with specific routing data to DoDAAC codes FA87700, FA3300, and F2XH31 for payment certification, administrative functions, and inspection/acceptance activities.

The document provides detailed instructions for contractor payment submissions in WAWF, requiring contractors to register at sam.gov and wawf.eb.mil before submitting invoices. Document types vary by contract line item: cost vouchers for cost-type items, invoice and receiving report combinations for fixed-price deliverables, and performance-based or progress payment requests as applicable. The evaluation criteria for award prioritize Technical factors over Price, with options evaluated as part of total consideration. Multiple deviations from standard FAR clauses are authorized under Deviation 2026-O0038, affecting small business set-asides, nonmanufacturer rules, commercial product terms, and various labor and compliance clauses. The WAWF point of contact for this Air Force contract is dava.hornbeak@us.af.mil, with a helpdesk available at 866-618-5988.
