About this file

This document is a Federal Acquisition Circular (FAC) 2025-05 effective 7 August 2025, containing comprehensive provisions and clauses for a federal contract solicitation. The document outlines detailed evaluation criteria for contract award, which include Technical Acceptability, Price, and Past Performance. Contractors must complete various representations and certifications, including compliance with Small Business Program requirements, affirmative action, greenhouse gas emissions disclosure, and prohibitions on contracting with certain entities.

The solicitation includes specific instructions for payment processing through Wide Area WorkFlow (WAWF), requiring electronic submission of invoices and receiving reports. Contractors must obtain base identification and vehicle passes for personnel working on Air Force installations, comply with security protocols, and provide emergency contact information. The document also establishes an ombudsman process for resolving contractor concerns and provides guidance on contract access, identification requirements, and potential contract modifications, with the government reserving the right to increase quantities through separately priced line items within 60 days of contract award.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
