About this file
This is a Proposer RFP Checklist for the City of Santa Monica's 2027-31 Human Services Grants Program (HSGP) in California. The document outlines procedural requirements for eligible nonprofit organizations submitting competitive proposals to address identified community needs in Santa Monica. Grant agreements will be executed for a four-year term, with annual funding contingent upon available funds, satisfactory outcomes, effective program performance, and City Council approval. The RFP is open to all qualifying agencies with experience administering human services programs, including those without prior HSGP application history or local operational experience, provided they demonstrate a robust plan for providing services locally. The Funding Guidelines were approved by City Council on August 11, 2026 and are incorporated throughout the RFP.
The checklist emphasizes critical procedural steps for proposers, including attendance at pre-proposal conferences to clarify requirements and ask questions, submission of written questions by specified deadlines, review of formal addenda posted on the City's OpenGov online vendor portal, and adherence to required response formats with point-by-point addressing of all sections. Proposers must submit signed acknowledgments for all issued addenda and strictly observe all submission deadlines and times noted on the RFP front page, as late proposals are never accepted. Proposals are evaluated solely on the information and materials provided in each response, requiring proposers to demonstrate how their programs utilize best practices and evidence-based approaches to address community needs.
