About this file
This is a Request for Proposals (RFP) document issued by the City of Santa Monica for the 2027-31 Human Services Grants Program (HSGP), inviting competitive proposals from eligible nonprofit organizations to provide programs addressing identified community needs in Santa Monica, California. The RFP is open to all qualifying agencies with experience administering human services programs, including organizations new to the HSGP or those without prior operations in the City, provided they demonstrate a robust plan for local service delivery. Grant agreements will be executed for a four-year term (2027-2031), with annual funding contingent upon available funds, satisfactory outcomes, effective program performance, and City Council approval. Applicants must demonstrate how their programs employ best practices and evidence-based approaches to address the community needs specified in the RFP. The Funding Guidelines for the FY 2027-31 HSGP were approved by the City Council on August 11, 2026, and are incorporated throughout the RFP.
The RFP prioritizes competitive selection based on program quality, community impact, and organizational capacity. Annual funding is contingent and subject to City Council approval, meaning there is no guaranteed multi-year funding despite the four-year agreement structure. The program welcomes both incumbent service providers and new applicants, indicating the City's interest in expanding service delivery options and ensuring competitive access to grant opportunities. Organizations should submit proposals that clearly articulate how their programs will meet Santa Monica's identified human services priorities using evidence-based methodologies.

1 Introduction
1.1 Summary
The City of Santa Monica (“the City”) invites competitive proposals from eligible nonprofit organizations through the Human Services Grants Program (HSGP) for programs that respond to clearly identified community needs in Santa Monica. Grant agreements will be executed for a term of four years, with annual funding contingent upon available funds, satisfactory outcomes, effective program performance, and City Council approval.
Applicants should demonstrate how their programs use best practices and evidence-based approaches to address the community needs identified in this Request for Proposals (RFP). This RFP is open to all qualifying agencies with experience administering human services programs, including agencies that have not previously applied for the HSGP or that have not historically operated in the City but have a robust plan for providing services locally.
The Funding Guidelines for the FY 2027-31 HSGP RFP were approved by City Council on August 11, 2026 and are incorporated throughout this RFP
1.2 Background
Overview of Human Services Grants Program
The Human Services Division (HSD) of the City’s Housing and Human Services Department oversees a variety of programs and services that help Santa Monicans thrive. Notably, the City has contributed approximately $10 million annually through the HSGP to local public and non-profit organizations to improve the wellbeing and quality of life of vulnerable and low-income Santa Monica residents, including children/youth & families, older adults, people with disabilities, and people experiencing homelessness. The HSGP helps to ensure an effective, strong safety net for the City’s most vulnerable residents. In addition, the HSGP provides stable funding to fill gaps in federal, state, and county programs and resources. In Fiscal Year (FY) 2025-26, the HSGP funded 18 agencies and 21 programs. Additional information about the HSGP is available at www.santamonica.gov/human-services-grants-program.
Guiding Principles
The City expects that funded programs will:
• Provide Effective Services to All Target Populations: The HSGP remains committed to preserving the diversity of Santa Monica residents by supporting historically marginalized and underserved community members. Over the decades, the City has prioritized funding for programs whose proposals document strong evidence of meeting critical local needs. While the needs of https://www.santamonica.gov/human-services-grants-program
2027-31 Human Services Grants Program various populations continue to fluctuate over time, it is critical that HSGP maintains a core and stable safety net for all populations.
• Utilize Best Practices and Evidence-based Models to Provide Data-driven, High-impact Programs: To ensure that community members are served effectively and efficiently, HSGP services must be informed by best or promising practices and utilize evidence-based models whenever possible. Programs must also use data, including quantitative outputs and outcomes and qualitative participant and staff experiences, to inform adjustments and enhancements to the service model and maximize program impact.
• Maintain Strong Interagency Coordination: A key factor to maintaining a stable social service safety net is the providers’ demonstrated ability to collaborate effectively across agencies and programs and avoid duplication of efforts. HSGP-funded program staff are expected to stay current on other local programs and services, work closely on shared cases, and participate in warm hand-offs as appropriate.
• Prioritize People: Programs must balance high-quality client care and staff wellness. Research shows that workforce resilience and client care are deeply interconnected. Agencies that value and compensate their employees competitively demonstrate improved staff retention and participant outcomes, particularly for non-profit social service jobs that are often demanding and lower paid.
Funding Availability
Funding awarded through the HSGP comes from multiple sources both locally and nationally, including the City’s General Fund, Los Angeles County Measure A, California Opioid Settlement Funds, and federal entitlement grant funds (Community Development Block Grant). At the time of award, grantees will be notified of the source of their grant funds. Grantees must be prepared to comply with all applicable regulatory requirements, terms, and conditions, including those associated with non-City funding sources.
Approximately $9 million annually in grant funding is projected to be available for programs that provide an eligible service as defined in this RFP (see Scope of Work).
Grant funding is available for qualified programs beginning July 1, 2027 through June 30, 2031. Agencies may submit proposals for more than one program and all programs must have separate proposals (see attachment Instructions for Submitting Multiple Proposals). The City employs a multi-year funding strategy to encourage service continuity. Annual funding levels during the four-year grant cycle are contingent upon available funds, satisfactory outcomes, effective program performance, and City Council approval. At any point during the four-year funding cycle, City Council may determine the need for significant program changes, including finding that a program is unable to meet its administrative, program, or fiscal requirements and should not receive continued funding.
2027-31 Human Services Grants Program
City funds must be used to serve eligible Santa Monica Program Participants (SMPP) as defined in this RFP (see Scope of Work). Should a program provide additional non- City funding from private or public sources, these funds should also be used to serve SMPP.
Community Needs and Priorities
The City has completed several recent assessments of local needs and evaluations of the human services offered directly by the City, the Santa Monica-Malibu Unified School District (SMMUSD), and local agencies. The City also relies on broader regional or national assessments when appropriate. The HSGP represents a significant City investment to address the findings of these assessments and evaluations. The following reports provide information on the documented needs in Santa Monica:
• Behavioral Health Reports on Adults Crisis and Child and Youth Care and Intensive Services for Adults (2025)
• Renters’ Protection Report (2025)
• Homelessness Strategic Plan (2025)
• Aging and Disability Action Plan (2025)
• Early Development Instrument (EDI) (2025) (2023-25)
• Santa Monica Malibu Unified School District Healthy Kids Survey (2025)
• Santa Monica Youth Wellbeing Report Card (2023)
• Service Planning Area (SPA) 5 Youth and Family Homeless Data (2026)
• Immigration Enforcement Affected Both Immigrant and Nonimmigrant Families Across the US in 2025 (2026)
1.3 Contact Information
Any inquiries or requests regarding this procurement should be submitted via OpenGov. Other City officers, agents, employees or representatives do not have authority to respond on behalf of the City. 2027-31 Human Services Grants Program
3.3 Eligible Santa Monica Program Participants (SMPP)
The HSGP relies on Council-adopted criteria for program participants/clients to ensure that local resources serve local needs. Applicants have flexibility in determining the population(s) they propose to serve, so long as program participants comply with the following SMPP eligibility criteria:
General Eligibility Criteria
• An individual or household with a permanent address in Santa Monica; or
• A student currently enrolled in a Santa Monica public school (for school-based services).
Eligibility Criteria for People Experiencing Homelessness
• An individual/household experiencing homelessness whose last permanent address at which they resided was in Santa Monica; or

3.4 Cash Match or Living Wage Options
The City is offering greater funding flexibility to HSGP grantees, potentially making it more feasible for programs to increase compensation for front-line workers such as case managers, care coordinators, outreach workers, and counselors. Applying agencies must select one of the following options and meet all relevant conditions:
Option 1: 30% Cash Match
• Use City funds to cover up to 70% of the cost of services to eligible Santa Monica Program Participants and secure non-City funding for the balance of those costs (30% minimum).
• No minimum threshold for staff salaries.
Option 2: Living Wage
• Use City funds to cover up to 100% of the cost of services to eligible Santa Monica Program Participants. Non-city funding/cash match is not required.
2027-31 Human Services Grants Program
• Agree to meet the City’s Minimum Wage ($25.00 per hour for Fiscal Year 2026- 27), adjusted annually, for all staff billed 90% or more to the HSGP program.
• Complete the attached Living Wage Certification.
Conditions
• Only programs that bill staff salaries to the HSGP grant will be eligible to apply for Option 2. Programs that do not bill staff salaries to the HSGP grant must apply for Option 1 and provide 30% cash match.
• Agencies that receive HSGP funding will be required to work closely with City staff to ensure their program budget accurately reflects the true staffing structure of the program. Programs choosing Option 2 are subject to review and approval by City staff.
3.5 Reporting Requirements
HSGP programs are intended to be data-driven and have lasting positive impacts on the lives of participants. Quantitative data, contextualized with qualitative program descriptions, are a key tool for understanding a program’s performance and can help identify what is working and where adjustments are needed. HSGP-funded programs are required to report on performance twice during the fiscal year, at mid-year and at year-end. They must submit a program report that includes a qualitative performance description and report on quantitative performance indicators, including outputs and outcomes.
Proposals must define a minimum of two (2) and a maximum of five (5) performance indicators to assess the impact of their program. An indicator is a pair of one output and one outcome. Outputs describe the result of an activity and can include the number of people served or number of services performed, while outcomes focus on measurable impacts to participants’ lives and assess improvements that result from the program.
Indicators should be specific, measurable, achievable, relevant, and time-bound (SMART) and assess progress made during the program year. The following table provides example performance indicators:
https://www.santamonica.gov/living-wage-ordinance-certification
2027-31 Human Services Grants Program
As part of the proposal, programs applying for HSGP funding must submit proposed performance indicators on the Performance Indicators tab of the Program Budget Demographics and Performance Workbook.
4 Questions and Answers
Vendor Queries Due Questions must be submitted online in the “Q&A” tab. The City will only accept or respond to questions submitted through the online vendor portal.
One question per submittal. (This does not mean one question per vendor.) Submittals containing multiple questions will not be answered.
5 Vendor Questionnaire

5.4.3 Oaks Initiative*
CITY OF SANTA MONICA OAKS INITIATIVE NOTICE
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS AND OTHERS SEEKING
DISCRETIONARY PERMITS, CONTRACTS, OR OTHER BENEFITS FROM THE CITY
OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified personal benefits or campaign advantages from a person or entity after the official votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a political committee or controls political committees. Examples of a “public benefit”
2027-31 Human Services Grants Program include public contracts to provide goods or services worth more than $25,000 or a land use approval worth more than $25,000 over a 12-month period.
In order to facilitate compliance with the requirements of the Oaks Initiative, the City compiles and maintains certain information. That information includes the name of any person or persons who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an individual person, the information includes the name of every person who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity. Therefore, if you are seeking a “public benefit” covered by the Oaks Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This information must be updated and supplied every 12 months.

5.4.4 Living Wage Ordinance Certification*
CITY OF SANTA MONICA LIVING WAGE ORDINANCE
Certification for Providers of Services to the City of Santa Monica (Fiscal Year 26/27 – July 1, 2026 through June 30, 2027)
TO BE COMPLETED BY ALL CONTRACTORS PROVIDING SERVICES TO THE CITY
OF SANTA MONICA IN EXCESS OF $54,200
The City of Santa Monica Municipal Code Chapter 4.65, Living Wage Ordinance (LWO), establishes a Minimum Wage of $25.00 for certain employees of contractors providing services to the City where services exceed $54,200 or more and requires that contractors also provide the same health care and other benefits to employees’ same sex spouses and domestic partners as are provided to other employees’ spouses.
An employee covered by the LWO is any person who does not actually work as a manager, supervisor, or confidential employee, and who is not required to possess an occupational license.
The Living Wage Ordinance applies the services sought pursuant to this bid and bidders are required to prepare and return the Living Wage Certification Form. If the bidder is selected, the bidder must maintain payroll records that include, at minimum, the full name of each employee providing services under the contract, job classification and rate of pay. Bids that fail to include Certification Forms may be considered non-responsive and excluded from further consideration.
Please prepare the following certification if you are a contractor engaging in a contract for services with the City of Santa Monica in excess of $54,200.

7 Award Process
7.1 Selection
The City of Santa Monica, through either the City Council or the City Manager (or his designee) has the sole authority to select the consulting firm and reserves the right to reject any and all proposals. The City reserves the right to approve or reject all sub-consultants and engineers proposed to be retained by the prime consultant. Upon signing of the agreement, no change in proposed personnel or sub-consultants can be made without the City’s review and written authorization.
By submitting a response to this RFP, prospective consultants waive the right to protest after award or seek any legal remedies whatsoever regarding any aspect of this RFP.
The City reserves the right to select any number of finalists. In addition, the City reserves the right to issue written notice to all prospective consultants of any changes in the RFP terms or proposal submission schedule, should the City determine in its sole and absolute discretion that such changes are necessary.
The City reserves the right to request additional information from any proposing consultant and to reject any and all proposals. All original work products, including computer files, shall remain the property of the City.
The City reserves the right to retain an expert to evaluate the proposing consultant’s work or qualifications at all stages in the selection process. Additionally, any contract entered into will be subject to termination at any stage if in the judgment of the City, such termination is in the best interest of the City. In the event such decision is made, appropriate written notice would be given before any termination and the consultant would be compensated on a pro-rata basis for work performed.
The responsible proposer whose proposal is the most advantageous to the City, taking to consideration all the evaluation factors will be recommended for the contract award.
Notwithstanding the Evaluation Team’s selection, the City reserves the right to award this RFP and the resultant Contract in any manner it deems to be in the best interest of the City and make the selection based on its sole discretion. The City is the sole and exclusive judge of quality and compliance with proposal specifications in any of the matters pertaining to this RFP.
7.2 Contract Award and Execution
Selection of a proposer with whom the City enters into contract negotiations with, or a recommendation of an award by the Evaluation Committee or any other party, does not constitute an award of Contract. Once the City formally awards the contract, the successful consultant will be notified to enter into an agreement. If the selected consultant does not enter into the agreement, the City will begin negotiations with the second highest ranking proposing consultant.
Please review all contract forms prior to submitting a proposal. The City of Santa Monica intends to use these forms as the baseline agreements with the successful
2027-31 Human Services Grants Program consultant. The City will not entertain proposals to make material changes to the contract form once the project has been awarded. If you wish to request changes to the contracting forms, you must do so during the proposal process. In addition, the City requires compliance with several other policies and ordinances, proposing consultants will need to complete these Exhibits and submit with their Proposal.
The RFP document and the successful proposal response, as amended by agreement between the City of Santa Monica and the successful consultant, will become part of the contract documents. Additionally, the City of Santa Monica may verify the successful consultant’s representations that appear in the proposal. Failure of the successful consultant to perform as represented may result in elimination of the successful consultant from further negotiation or in contract cancellation or termination.
No oral explanation or instruction of any kind or nature whatsoever given before the award of a contract to a consultant shall be binding. The City of Santa Monica shall not be bound, or in any way obligated, until the City has awarded the contract and all documents have been executed. The proposing consultant may not incur any chargeable costs prior to final contract execution.
