About this file
This is a proposal checklist for the City of Santa Monica's FY2027-31 Human Services Grants Program (HSGP), which invites competitive proposals from eligible nonprofit organizations to implement programs addressing identified community needs in Santa Monica, California. The program will execute four-year grant agreements with annual funding contingent upon available funds, satisfactory outcomes, effective program performance, and City Council approval. The Funding Guidelines were approved by City Council on August 11, 2026. Applicants must submit separate proposals for each program if requesting funding for multiple initiatives. The HSGP is open to all qualifying agencies with human services administration experience, including those without previous HSGP applications or historical Santa Monica operations, provided they demonstrate a robust plan for local service delivery.
Eligible applicants must submit comprehensive eligibility documentation including a proposal cover page, IRS 501(c)(3) determination letter (unless a hospital, health care institution, or educational institution with a governing board), proof of good standing with the California Secretary of State, and board rosters including client advisory boards. Scoring documents must include a program plan, program budget and demographics workbook, federally approved indirect cost rate documentation if indirect costs exceed 15 percent of the grant request, organizational chart, job descriptions for all city-funded staff, equity policies and procedures, program monitoring reports from the agency's largest funder for the preceding two fiscal years, audited financial statements for the three most recent fiscal years, and up to three letters of support from program participants. Prior to executing a grant agreement, awarded agencies must demonstrate appropriate insurance coverage, a current Santa Monica business license, compliance with Child Abuse Prevention Standards (if applicable), a GAAP-compliant accounting system, a grievance procedure for participants, and completion of a Good Neighbor Agreement when applicable.
