About this file
This document is a Request for Proposals (RFP) from Seminole County for a utility software solution and implementation services. The RFP outlines a comprehensive proposal response template requiring vendors to provide detailed information across nine sections, including company background, proposed solution description, implementation approach, software maintenance and support services, API approach, code management, and cyber security incident response. Vendors must complete multiple worksheets covering functional and technical requirements, interface experience, pricing, and staffing matrix, with a maximum page limit for each section to ensure concise and focused responses.
The RFP emphasizes a fixed-price approach and requires vendors to submit extensive documentation, including a SOC 2 Report, PCI Audit Report, sample testing scripts, training course lists, training guides, and example master/summary bills. The proposal seeks a software solution with capabilities in utility service management, with a focus on demonstrating the vendor's experience, technological flexibility, implementation methodology, and support services. Vendors are asked to provide detailed information about their company's financial strength, customer base, company structure, and approach to key areas such as artificial intelligence, API development, and cyber security incident response.
