About this file

This file contains Proposal Requirements Instructions for the City of St. Petersburg, Florida's Request for Proposals to procure brokerage and advisory services for the marketing and sale of Florida Voluntary Cleanup Tax Credits valued at $206,104.59. The City seeks qualified firms to market, structure, and facilitate the transfer or sale of these tax credits received through the Florida Department of Environmental Protection's Voluntary Cleanup Tax Credit Program. Proposers must demonstrate a minimum of three years of experience successfully brokering Florida VCTC sales or similar transferable tax credits. The RFP was released on March 26, 2026, with a deadline for submitting questions on April 9, 2026, and proposals must be submitted electronically through the OpenGov Procurement portal by May 12, 2026, at 3:00 p.m. The contract will be awarded to a single vendor, with the initial term commencing upon execution and continuing until services are fully completed and the tax credit sale is closed, with no specified renewal options.

Proposals must include a signed transmittal letter, detailed qualifications and experience documentation showing transaction types, jurisdictions, credit values, and the proposer's specific role in completed transactions, a project approach with an indicative timetable preferably completing within approximately ninety calendar days, a cost analysis showing net proceeds to the City after all fees and commissions, and audited or reviewed financial statements for the last two fiscal years plus a bank letter dated within the last ninety days. The evaluation committee will assess proposals using weighted scoring criteria: qualifications and experience (30 points), project approach and methodology (25 points), cost analysis and fee competitiveness (35 points), and business enterprise program outreach and utilization (10 points). There are no mandatory set-aside designations or restrictions on the types of organizations that can respond; however, the City encourages participation by Small Business Enterprises, Women Business Enterprises, Minority Business Enterprises, and Veteran-Owned Business Enterprises, with proposers expected to demonstrate detailed efforts to identify and engage City of St. Petersburg certified small businesses as subcontractors. Proposers will not be deemed non-responsive for submitting a Subcontractor Utilization Plan with zero participation in these business categories. No incumbent vendors are identified, and no specific budget range is disclosed; instead, proposers must submit detailed cost analysis showing all fees, commissions, transaction costs, and net proceeds calculations with identification of any variable pricing or contingencies that could affect the final amount.
