About this file

This Project Statement is from the Michigan Department of Technology, Management and Budget (DTMB) requesting professional architectural and engineering services to replace two toilet shower buildings at Ludington State Park Beechwood Campground. The project involves replacing the front and back buildings (excluding the middle building) and upgrading seven campsites to meet ADA requirements. A mandatory walk-through inspection is scheduled for April 16, 2021 at 1:00 pm at the State Park Hamlin Lake Day Use Area pavilion. Proposals are due April 29, 2021 at 2:00 pm local time. The project schedule indicates PSC contract award in May 2021, design from June-August 2021, bidding in September 2021, and construction from October 11, 2021 to May 2022.

The Department of Natural Resources (DNR) has standardized toilet shower fixtures and a prototype building design that must be modified for site conditions. The buildings require heating per LARA requirements despite being seasonal. Existing utilities include well water, drain fields, and propane. The project will coordinate with an ongoing electrical service upgrade to approximately 100 campsites. Geotechnical and topographic information is available for the back site with limited information for the front site. Additional surveys will be needed and included as reimbursable expenses along with LARA plan review fees. The project will use a traditional design/bid/build delivery method with 50% and 90% design submittals required at each phase, including cost estimates at 90% submittals.

PROJECT DESCRIPTION/SERVICES REQUESTED

The Department of Technology, Management and Budget (DTMB) is requesting professional architectural and engineering services for the design and construction administration to replace two (2) existing toilet shower buildings and upgrade seven (7) campsites to meet ADA requirements in the Beechwood Campground at Ludington State Park in Ludington, Michigan. There are three (3) existing toilet shower buildings within the Beechwood Campground. This project is to replace the front and back buildings. The middle building is not part of this project. The buildings were constructed in the 1960’s, does not meet current building codes and requires frequent maintenance.

mailto:smithD76@michigan.gov

The Department of Natural Resources (DNR), Parks & Recreation Division (PRD), has standardized toilet shower fixtures and developed a standard prototype toilet shower building design. The design is to be modified as needed to meet site-specific conditions. Although these are seasonal buildings, LARA is requiring that they be heated and meet applicable codes. DNR had a Phase 100 Heating Study report completed which provides heating and ventilation options to consider during design. DEQ Campground Guidelines are to be adhered to at a minimum for fixture count. The utilities at the park include well water, drain fields, propane, which appear to be adequate. An electrical service upgrade to approximately 100 campsites at back Beechwood Campground will be underway during this project, coordination will be required.

DNR PRD has geotechnical and topographic information for the back Beechwood site and limited information for the front Beechwood site. Assume there will be additional surveys needed. Surveys, along with LARA plan review fees are to be included as reimbursable expenses. DTMB will retain a professional to test for hazardous materials that may need to be abated and to perform material testing during construction to meet quality control requirements. The standard prototype design, existing building plans, and the Phase 100 Heating Study are available and will be provided to the successful firm.

This request is to provide Phase 300 Schematic Design, Phase 500 Final Design, and Phase 600 & 700 Construction Administration for the two (2) new toilet shower buildings, the demolition of the existing buildings, and to upgrade seven (7) campsites to meet ADA codes. We anticipate 50% and 90% design submittals at both design phases, including a cost estimate at the 90% submittal of each phase. The traditional design / bid / build delivery method will be utilized for this project.

Please NOTE:

• Proposal responses MUST be uploaded to SIGMA VSS. Please enter the total cost for all phases as bid amount.
