About this file

The provided file is a comprehensive set of project exhibits for the 2022 CDBG Street Improvements project by the City of Plant City, Florida, spanning multiple documents including construction plans, resurfacing plans, utility maps, pavement evaluation reports, and right-of-way use permit templates. The project involves milling and resurfacing approximately 3.2 lane miles (19,000 square yards) of asphalt pavement across eight streets in the Forest Park neighborhoods, with specific locations requiring base replacement, concrete curb work, sidewalk installation, and ADA ramp repairs. The project is dated for implementation on 6/05/2024 and is partially funded through a Community Development Block Grant (CDBG), requiring adherence to federal requirements.

The project documents reveal detailed technical specifications, including 1" to 1.5" milling depths, 1.5" SP 9.5 asphalt overlay, 6" recycled concrete aggregate base installation, and shoulder sodding requirements. Pavement core samples conducted by Terracon Consultants in January 2023 indicated varying asphalt thicknesses between 1.0" and 2.8", with limerock as the consistent base material. The right-of-way use permit indicates the city will require a $2,500 bond or 10% of the total project cost, and all work must comply with city standards, FDOT guidelines, and be completed within specified noise ordinance hours. The project aims to improve street infrastructure while maintaining minimal disruption to the existing neighborhood.

Re: Report of Asphalt Pavement Evaluation

2022 CDBG Street Improvement Project

Plant City, Florida

Terracon Project No. H4221096

Dear Mr. Coughenour:

Terracon Consultants, Inc. (Terracon) has completed the evaluation of the various asphalt pavements (roadways) in Plant city, Florida as part of the 2022 CDBG Street Improvement project. Our proposed services were outlined in our Proposal for Asphalt Pavement Evaluation Services (Terracon’s

Proposal no. PH4221096-rev3), dated July 27, 2022. The city of Plant City authorized these services through the issuance of an Engineer Work Order No. 21-020-05D-01, July 26, 2022.

PROJECT INFORMATION

Our understanding of this project was based on the information provided in emails from Mr. Matt Benton

(City of Plant City) and during a virtual meeting. We understand that the City of Plant City is planning on resurfacing several roadways within Plant City, Florida. We have also been provided with a summary table of the roads of interest for this project as well as a plan illustrating the roads. We have also been provided with a KMZ file illustrating the three locations that will require a shallow hand auger boring

(approx. 5 feet deep) in addition to the asphalt coring.

ASPHALT PAVEMENT EVALUATION

Terracon mobilized a field technician to locate each of the proposed asphalt core locations in the field and mark & label the test location. This also included the three required hand auger test locations. A

Core Location Plan has been developed and is attached. The field technician utilized aerial photographs, as well as a handheld GPS equipment (estimated horizontal accuracy of about ±10 feet). Stationing was not provided to use for core locations. If a more precise core locations are desired, we recommend core locations be surveyed.

Report of Asphalt Pavement Evaluation Services 2022 CDBG Street Improvement Project ■ Plant City, Florida January 30, 2023 ■ Project No. H4221096

To maintain a safe work area, Terracon followed the MUCTD (Chapter 6) guidelines for “Lane Closure on a Minor Street” where the workspace is short, where road users can see the roadway beyond, and where volume is low, vehicular traffic may be self-regulating. In these areas, Terracon utilized signage and cones. In addition, each of the proposed hand auger boring locations were marked in the field and

Sunshine State One-Call was contacted to locate any underground utilities in the areas of the hand auger borings. A significant delay was experienced getting the locations cleared by the locators. We also contracted with a private-locate contractor (GeoView) to scan each of the three auger boring locations with their ground penetrating radar to verify the proposed boring locations are free of underground utilities.

Once the asphalt core locations had been cleared by the utility locators, a Terracon coring crew mobilized to the various roadways of interest to obtain asphalt core samples from the asphalt pavement.

Initially, asphalt core samples were obtained from 14 planned locations. At three of the asphalt core locations (CDBG 1, CDBG 9, and CDBG 13), a 5-foot hand auger boring was performed. The various soil layers encountered beneath the base course were documented to the boring termination depth.

We obtained the asphalt core samples utilizing an electric-powered core drill. A 4-inch diameter core bit was used to obtain the core. After the core had penetrated through the asphalt, the core was removed, and its thickness was measured. At the three hand auger boring locations, the core bit was advanced until it was felt that the base had been penetrated. The base material was then removed from the core hole and the thickness was measured. A hand auger was used to extend the boring to the planned termination depth. During the hand auger operation, a representative sample of each different soil type encountered was collected and returned to our Tampa Laboratory for classification and laboratory testing as required. The hand auger boreholes were backfilled and compacted as best as possible. The asphalt pavement was then patched with cold-mix asphalt.

A photograph of each core location, along with the road name and latitude/longitude coordinates are presented in the Asphalt Core Location Documentation (attached). Also included are the thicknesses of the asphalt section of the pavement and the type of base material. The asphalt thicknesses ranged from 1.0” at CDBG 3 on Plant Avenue to 2.8” at CDBG 1 on Lowry Avenue. The base material at each core location was determined to be crushed limerock.

Below the asphalt and limerock base, sandy soils were encountered. The Hand Auger Boring Logs are attached. Along Lowry Avenue the groundwater table was not encountered at the hand auger boring location HA-1 and at an approximate depth of 5 feet at the hand auger boring location HA-9. At the hand auger boring location HA-13 on Plum Street, the groundwater table was encountered at an approximate depth of 3.5’

COMMENTS

It should be noted that variations will occur between core locations or due to the modifying effects of construction. The nature and extent of such variations may not become evident until during or after construction. If variations appear beyond those as noted, we can provide supplemental cores.
