About this file
The City of Cooper City has issued a Request for Proposal (RFQ2025-2) for Professional Engineering Services for Water and Wastewater Plant Electrical Improvements. The solicitation seeks qualified engineering firms to provide comprehensive electrical design, permitting, construction-award assistance, and post-design services for upgrading and/or replacing electrical systems at the city's water and wastewater treatment facilities. The project involves evaluating and delivering complete drawings and specifications for electrical power and distribution systems, with a response deadline of December 15, 2025 at 3:00 pm. The term of the agreement is sixteen (16) months to complete the design and associated services, with potential extensions up to 120 days beyond the original contract expiration.
The project is funded through a combination of the Florida Resiliency Program and Community Project Funding (CPF) federal funds, requiring compliance with federal regulations including the Davis-Bacon Act and related provisions. The electrical improvements are based on the city's 2024 Water and Wastewater Master Plan, which recommends three phases of electrical system upgrades spanning immediate, near-term, and long-term improvements. Key focus areas include electrical grounding system upgrades, emergency backup power at remote facilities, high service pump station electrical system replacement, and blower room electrical system rehabilitation. The city intends to construct the project in a single phase, with the ultimate goal of creating a sustainable, integrated, and robust electrical system that incorporates energy-efficient technology.
