Professional Engineering Services for Water and Wastewater Plant Electrical Improvements

This is an Addendum #5 Revision to a Request for Qualifications (RFQ2025-2) issued by the City of Cooper City, Florida, for professional engineering services to evaluate, design, permit, and provide construction award assistance for comprehensive electrical system upgrades across the city's water and wastewater treatment, storage, distribution, and collection facilities. The scope encompasses complete electrical infrastructure improvements including power distribution systems, standby generators, switchgear replacements, grounding system upgrades, and emergency backup power at remote facilities, with deliverables consisting of detailed drawings, specifications, cost estimates, and construction documents. Mandatory attendance requirements include a pre-proposal conference on December 10, 2025, at 9:00 AM and a mandatory site visit at the Cooper City Utilities Building (11791 SW 49th Street) immediately following the conference. Electronic proposal submissions are due January 14, 2026, at 3:00 PM via the OpenGov procurement portal. The contract term is sixteen months to complete all design and associated services, with provisions for extension up to 120 days beyond expiration at the city's request. The city anticipates awarding to the highest-ranked qualified firm based on competitive negotiation procedures outlined in Florida Statute 287.055.

Proposers must meet minimum qualification requirements including a current Florida professional engineering license, minimum five years of experience (preferably ten years) designing facilities of comparable size and complexity, demonstrated experience with at least one major wastewater treatment plant upgrade within the past ten years, and three professional references. Proposers must provide cost estimating, civil and structural engineering support, surveying, and permitting coordination disciplines either through prime staff or approved subcontractants. Pricing will be negotiated following proposal evaluation, with contract awards subject to execution of an agreement approved by the City Attorney. Federal funding through the Community Project Funding program necessitates compliance with Davis-Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, and 2 C.F.R. Part 200 requirements. Professional liability insurance requirements include combined single limits of $2,000,000 per occurrence with a $4,000,000 general aggregate. Notably, Hazen, Inc. (formerly Hazen and Sawyer) is precluded from participation due to previous involvement in the 2024 Water and Wastewater Master Plan Update. The City reserves the right to reject all proposals, conduct interviews or presentations with no cost liability to the city, and award to any responsive and responsible proposer determined to be in the city's best interest.

3. SCOPE OF SERVICE

3.1. PROJECT BACKGROUND AND DEVELOPMENT GOALS:

City of Cooper City (City) is soliciting proposals from qualified firms to provide evaluation, design, permitting, bidding/construction-award assistance, and post-design services with complete drawings and specifications to upgrade and/or replace the electrical systems serving the City’s water and wastewater treatment, storage, distribution, and collection facilities. Proposers shall furnish all resources and disciplines necessary to deliver the electrical improvements, including labor, equipment, software, testing, and related services.

The City’s water and wastewater treatment plant is located at 11791 SW 49th Street, Cooper City, FL 33330 and its storage facility is located at 2650 Pine Island Road, Cooper City, FL 33024. Water from Biscayne Aquifer is treated using nano-filtration technology and has a maximum capacity of 7.0 million gallons per day (mgd). The wastewater treatment plant consists of three (3) individual package plants, each with a maximum treatment (activated sludge) capacity of 1.25 mgd.

The City intends to retain one (1) qualified consultant under a single Non-Exclusive Professional Services Agreement (PSA). The City, at its sole discretion, the City may award construction management services under a separate agreement.

3.2. CITY’S 2024 WATER AND WASTEWATER MASTER PLAN UPDATE

In March 2025, the Cooper City Commission accepted “2024 Water and Wastewater Master Plan Update” (Master Plan) prepared by Hazen (formerly, Hazen and Sawyer), the Consultant.

Although the Master Plan includes a list of capital improvements spread over the next 20 years, one of its primary recommendations is to build a new wastewater treatment facility (Option 1) or significantly re-build the existing facility (Option 2) or prioritize the construction of a new facility in stages (Option3). However, there are certain improvements that have been identified as important and the City wishes to pursue them immediately with Electrical System Upgrades as being one of them.

3.3. RECOMMENDED THREE PHASES OF ELECTRICAL SYSTEM UPGRADES EXTRACTED FROM MASTER PLAN

Phase 1: Is an immediate set of upgrades to be completed within two (2) years. They mostly pertainto refurbishing main power and generator power breakers for switchgear.

Phase 2 - Near Term Upgrades (2-5 years):

The Phase 2 electrical upgrades consist of the major upgrades to the electrical distribution system for both the WTP and WWTP. Hazen recommends an evaluation of the electrical utility topology and FPL desires for future distribution voltage to be determined in a preliminary engineering report phase of the detailed design.
