The City seeks one qualified engineering consulting firm to provide comprehensive services for evaluating, inspecting, rehabilitating, and designing improvements to 60 potable and reclaimed water storage facilities with a combined capacity exceeding 335 million gallons and a value exceeding $200 million. Most facilities were constructed between 1980 and the mid-1990s, with some concrete facilities dating back 50 to 70 years. Required services include condition assessments, structural and coatings evaluations, rehabilitation design, construction documents, cost estimating, and construction support across four primary tasks: continuation of data collection and condition assessment (approximately 20 facilities annually), reservoir repair and rehabilitation prioritization recommendations, rehabilitation implementation, and supplemental engineering services. The Statement of Qualifications must be submitted electronically by Friday, April 17, 2026, at 2:00 p.m. Arizona time through the City's online bidding system. A mandatory pre-submittal conference is scheduled for Friday, April 3, 2026, at 10:30 a.m. via Microsoft Teams. The contract will commence in Calendar Year 2026 for an initial one-year term with options for two additional two-year renewal periods. Pricing will be determined through negotiated fee schedules following selection, with monthly invoicing upon project completion and acceptance. The estimated annual budget is $1,800,000, with individual projects not to exceed $750,000 and typical projects estimated under $500,000. Direct expenses will be reimbursed at cost with no markup, subject to pre-approval and GSA rate limitations for travel and per diem. Compensation is funded through Tucson Water's Capital Improvement and Operational Reliability Budgets. Evaluation criteria are weighted as Firm Experience on Similar Projects and Past Performance (35 percent), Experience and Qualifications of Firm and Team (30 percent), Understanding of Reservoir and Tank Rehabilitation Program and Methodology of Approach (20 percent), Experience of Key Personnel Assigned to the Project (15 percent), with the remainder allocated to other criteria. B. INTRODUCTION

B.1. Summary

The City of Tucson is conducting a competitive ONE-STEP process to retain ONE (1) CONSULTANT to provide professional engineering services for Tucson Water Reservoir and Storage Tank Rehabilitation Program. Tucson Water operates 60 potable and reclaimed water storage facilities, including concrete reservoirs and steel tanks, with a total capacity exceeding 335 million gallons. These facilities, valued at over $200 million, are critical assets within the City’s water delivery system.

Most reservoirs and tanks were constructed between 1980 and the mid-1990s, with some concrete facilities dating back 50 to 70 years. While periodic maintenance and diving inspections have been performed in the past, Tucson Water has formalized these efforts through the Reservoir Rehabilitation Program to ensure systematic evaluation, rehabilitation, and preservation of these facilities.

This contract will supplement and continue the work performed under the preceding contract agreements, supporting Tucson Water’s long-term strategy to maintain reliable water storage infrastructure and ensure uninterrupted service to the community.

The purpose of this Request For Qualifications (RFQ) is to identify and select one qualified engineering consulting firm with demonstrated expertise in water storage facility evaluation, inspection, rehabilitation, and design. The selected firm will provide professional services that may include condition assessments, structural and coatings evaluations, rehabilitation design, construction documents, cost estimating, and construction support.

Through this procurement, Tucson Water seeks a consulting partner that can deliver comprehensive, cost-effective, and technically sound solutions to extend the service life of its reservoirs and tanks, optimize operational performance, and protect the City’s long-term investment in critical water infrastructure.

G.16. KEY PERSONNEL

It is essential that the contractor provide adequate experienced personnel, capable of and devoted to the successful accomplishment of work to be performed under this contract. The City encourages the Contractor to hire or subcontract if necessary in order to provide the best personnel. The Contractor must agree to assign specific individuals to the key positions.

The Contractor agrees that, once assigned to work under this contract, key personnel shall not be removed or replaced without written notice to the City. If key personnel are not available for work under this contract for a continuous period exceeding thirty calendar days, or are expected to devote substantially less effort to the work than initially anticipated, the Contractor shall immediately notify the City, and shall, subject to the concurrence of the City, replace such personnel with personnel of substantially equal ability and qualifications.

G.17. DIRECT EXPENSES

Estimated direct expenses shall be submitted to the Project Manager prior to authorization to proceed.

All direct expenses will be compensated at cost with no markup. Travel, mileage and per diem expenses shall be in accordance with General Services Administration (GSA) rates for the Tucson area or for the area that travel is taking place. Vehicle usage, lodging, and per diem expenses for the Contractor’s out of town staff or sub-consultants must be identified and approved in the Contractor’s cost proposal.

Estimated travel expenses shall be submitted to the Project Manager for approval prior to authorization of specific travel. Travel expenses are limited to the total expense resulting from traveling directly to the destination and staying only the number of days necessary to conduct official business. The Contractor is encouraged to arrive earlier or stay longer than is necessary if doing so will result in savings to the City. In some cases, because of airline discount terms, an additional day(s) of travel will result in substantial airfare savings -- enough savings to offset additional lodging and per diem costs. The Contractor shall fly coach when the flight includes both coach and first-class seats. First-class seats may be allowed if coach seats are not available and no other flight can be substituted. Additional fees or fares incurred during air travel must be substantiated by a receipt. The total reimbursement for vehicular transportation shall in no case exceed the amount that would be incurred using air transportation. Travel by personal vehicle shall be reimbursed in accordance with the current Federal per diem rates. All vehicular parking or storage costs will be reimbursed. Receipts are not required. Vehicle expense reimbursements will be paid only to the vehicle owner.
