About this file
This is an evaluation criteria document for a professional engineering services procurement by the City of Tucson, Arizona, for the Tucson Water Reservoir & Storage Tank Rehabilitation Program. The City seeks one qualified engineering consulting firm to provide comprehensive professional services for the evaluation, inspection, rehabilitation design, and construction support of 60 potable and reclaimed water storage facilities with a combined capacity exceeding 335 million gallons. The facilities, valued at over $200 million, include concrete reservoirs and steel tanks, with most constructed between 1980 and the mid-1990s and some dating back 50 to 70 years. The procurement will be conducted through a competitive one-step process. Services may include condition assessments, structural and coatings evaluations, rehabilitation design, construction documents, cost estimating, and construction support.
The evaluation criteria are weighted as follows: Firm Experience on Similar Projects & Past Performance (35 percent), Experience & Qualifications of Firm/Team (30 percent), Experience of Key Personnel Assigned to the Project (15 percent), Understanding of Reservoir & Tank Rehabilitation Program and Methodology of Approach (15 percent), and Contract Work and Subcontractor Selection Plan (5 percent). Respondents must demonstrate at least three comparable projects each in reservoir rehabilitation programs, underwater inspection and cleaning, and specialized coating inspection and testing, with project owner references provided for each. The selected firm must comply with Small Business Enterprise (SBE) Program requirements, demonstrate experience with AWWA Standards and NACE Certified Protective Coating, and submit a subcontractor selection plan pursuant to Arizona Revised Statutes 34-603 that describes procedures for selecting subcontractors based on qualifications and price while meeting established SBE goals.
