About this file
This is a Prime/Subcontractor Form for Volusia County, Florida's reconstruction of the El Portal Vehicular Beach Access Ramp (Contract C-2014, ITB 25-B-##XX). The project involves demolition and reconstruction of storm-damaged beach access infrastructure, including 64 linear feet of composite sheet pile seawall panels with concrete caps, 104 linear feet of sheet pile retaining walls, 313 square yards of reinforced concrete vehicular ramp, 361 square yards of heavy-duty concrete, 128 linear feet of FDOT Type D curbing, and 104 square yards of pedestrian sidewalk, along with pavement markings, signage, as-built survey certification, and site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual option; the deadline for submitting questions is March 26, 2026, at 11:59 p.m.; and sealed bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. The project has a 150-day completion period with 120 days required for substantial completion, with liquidated damages assessed at $1,000 per day for delays. Award will be determined by the lowest responsive and responsible bidder based on combined pricing for all line items.
The estimated construction cost is $1,464,420.00, and contractors must submit a bid bond equal to 5 percent of the total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of the contract price per Florida Statute 255.05. The procurement is funded through FEMA and subject to federal compliance requirements including Davis-Bacon Act wage standards, the Clean Air Act, the Byrd Anti-Lobbying Amendment, and domestic preference for U.S.-produced iron and steel per Florida Statute 255.0993. No local preference provisions apply due to FEMA funding restrictions, and no set-asides are designated for disadvantaged or small businesses; however, federal requirements mandate affirmative efforts to contract with small and minority businesses, women's business enterprises, and labor surplus area firms. The form requires bidders to list all proposed subcontractors by discipline (demolition, excavation, sheet pile installation, concrete work, surveying, and testing) with dollar values and percentages of work, with prime contractors responsible for ensuring subcontractor licensing and obtaining County Project Manager approval for any subcontractor changes. Payment for construction services will be made within 20 to 25 days of invoice receipt in accordance with Florida Statute 218.735.
