About this file
This is a Bid Schedule for Volusia County, Florida's reconstruction of the El Portal Vehicular Beach Access Ramp in Daytona Beach Shores, a project that will restore safe pedestrian and vehicle access to the beach following destruction caused by Hurricane Nicole in 2022. The project encompasses demolition of existing storm-damaged infrastructure, installation of 64 linear feet of sheet-pile seawall and 104 linear feet of sheet-pile retaining walls with concrete caps, placement of 313 square yards of reinforced concrete ramp and 361 square yards of heavy-duty concrete, installation of 128 linear feet of FDOT Type D curbing and 104 square yards of sidewalk, pavement markings and signage, as-built survey certification, and complete site restoration. The bid schedule itemizes 14 line items with quantities and unit pricing, and the project requires a 150-day completion period with substantial completion in 120 days. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option, the deadline for submitting questions is March 26, 2026, at 11:59 p.m., and sealed bids must be submitted electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. Award will be determined by the lowest responsive and responsible bidder using combined pricing for all line items.
The estimated construction cost is $1,464,420.00 under Contract C-2075, with contractors required to submit a bid bond equal to 5 percent of total bid price and, upon award, provide Payment and Performance Bonds equal to 100 percent of contract price. The solicitation includes no local preference provisions due to FEMA funding restrictions; however, federal requirements mandate that the contractor make affirmative efforts to contract with small and minority businesses, women's business enterprises, and labor surplus area firms. The project is subject to FEMA federal compliance requirements including Davis-Bacon Act wage standards, Clean Air Act compliance, and domestic preference for materials per Florida Statute 255.0993. Contractors must comply with all federal, state, and local laws, maintain comprehensive insurance with the County named as additional insured, utilize the E-Verify system for employee verification, and integrate with existing Florida Department of Environmental Protection permits, U.S. Army Corps of Engineers authorizations, and U.S. Fish and Wildlife Service Take Permits. Marine turtle nesting season restrictions prohibit construction activity from May 1 through October 31, and required contractor training in sea turtle protection is mandatory. Liquidated damages are assessed at $1,000 per day for failure to meet completion deadlines, and payment for construction services will be made within 20 to 25 days of invoice receipt in accordance with Florida Statute 218.735.
