About this file
This survey document is associated with Volusia County, Florida's Invitation for Bid 26-B-59IF for the reconstruction of the El Portal Vehicular Beach Access Ramp in Daytona Beach Shores, which was destroyed during Hurricane Nicole in 2022. The project requires demolition of existing storm-damaged infrastructure and construction of composite sheet pile seawall panels, concrete caps, reinforced concrete vehicular ramps, curbing, pedestrian sidewalks, and site restoration. Specific deliverables include installation of 64 linear feet of sheet-pile seawall and 104 linear feet of retaining walls with concrete caps, placement of 313 square yards of reinforced concrete ramp and 361 square yards of heavy-duty concrete, installation of 128 linear feet of FDOT Type D curbing and 104 square yards of sidewalk, pavement markings, signage, as-built survey certification, and complete site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m. with a virtual Microsoft Teams option available. Questions must be submitted by March 26, 2026, at 11:59 p.m., and bids are due electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m. The project has a 150-day completion period with 120 days required for substantial completion, and award will be determined by the lowest responsive and responsible bidder based on combined pricing for all line items.
The estimated construction cost is $1,464,420.00 under Contract C-2075, with contractors required to submit bid bonds equal to 5 percent of total bid price and Payment and Performance Bonds equal to 100 percent of contract price upon award. The project is funded through FEMA and subject to federal compliance requirements including Davis-Bacon Act wage standards, Clean Air Act compliance, Byrd Anti-Lobbying Amendment certification, and domestic preference for U.S.-produced iron and steel per Florida Statute 255.0993. No local preference provisions apply due to FEMA funding restrictions, and no specific set-asides exist for disadvantaged or small businesses, though federal requirements mandate affirmative efforts to contract with small and minority businesses, women's business enterprises, and labor surplus area firms. Liquidated damages are assessed at $1,000 per day for failure to meet completion deadlines. Contractors must comply with all federal, state, and local laws, maintain comprehensive insurance with the County named as additional insured, utilize E-Verify for employee verification, and integrate with existing Florida Department of Environmental Protection permits, U.S. Army Corps of Engineers authorizations, and U.S. Fish and Wildlife Service permits, including compliance with the Volusia County Habitat Conservation Plan prohibiting construction activity during marine turtle nesting season (May 1 through October 31).
