The pricing structure requires bidders to submit firm fixed prices for each of the six project phases and fully loaded, fixed hourly rates for all personnel (Project Manager and Lead Technician) for the base year and all option years, with other direct costs submitted separately if applicable. All prices must exclude federal excise tax, transportation tax, and District of Columbia sales and use taxes, and must be as low as or lower than those charged to the contractor's most favored customer for comparable quantities, terms, and conditions. Quotes are valid for 90 calendar days from submission date. This procurement includes a 35 percent set-aside for Certified Business Enterprises (CBEs), restricting competition to qualified CBE firms. Contractors must possess Lenel OnGuard Value-Added Reseller certification with a minimum of ten years of enterprise-level experience and at least six years with Lenel OnGuard 7.x or higher. For contracts exceeding $300,000, First Source Employment requirements mandate that 51 percent of hired personnel be District of Columbia residents, and subcontracting plans must award at least 35 percent of annual contract value to small businesses or CBEs. The project requires compliance with D.C. prevailing wage determinations and comprehensive insurance coverage including $1 million general liability, $5 million umbrella liability, and $1 million cyber liability.

(a) Events DC is exempt from Federal Excise Tax, Transportation Tax, and District of Columbia Sales and Use Taxes. All prices shall exclude all taxes.
(b) The prices offered shall be as low as or lower than those charged to the Contractor’s most favored customer for comparable quantities, terms and conditions.
