The project encompasses complete modernization of the access control system across the 2.3 million square foot facility, including replacement of end-of-life hardware, software upgrades to Lenel OnGuard 8.3 or newer, deployment of new intelligent controllers and network infrastructure, and implementation of HID iClass SEOS credentialing systems. The procurement includes a 35 percent set-aside for Certified Business Enterprises, requires qualified contractors to be Lenel OnGuard Value-Added Resellers with minimum ten years of enterprise-level experience, and mandates compliance with D.C. prevailing wage determinations and comprehensive insurance requirements. The contract term extends from the date of award through September 30, 2028, with four one-year renewal options available at Events DC's discretion. Addenda #2
This addenda is submitted in addition to the Washington Convention and Sports Authority (t/a Events DC) OpenGov BID #25-S-026 LENEL ACCESS CONTROL MODERNIZATION AND INFRASTRUCTURE UPGRADE SERVICES. The intent of this Addenda is to modify the Details of the RFP.
More specifically, the RFP is amended as follows:
1. C.1.1 - SCOPE OF WORK:
It is amended as follows:
From: The Contractor shall modernize the Lenel OnGuard Access Control System and ensure system reliability, cybersecurity compliance, and long-term maintainability by replacing current end-of life hardware, upgrading software to the current Lenel OnGuard release, and deploying new controllers, network infrastructure, and credentialing across the Convention Center.
To: The Contractor shall modernize the Lenel OnGuard Access Control System while the existing system remains fully operational in a live production environment. The work shall be executed in a phased, non-disruptive manner that maintains continuous access control functionality, life-safety integration, and operational integrity throughout the project. The Contractor shall ensure system reliability, cybersecurity compliance, and long-term maintainability by replacing current end-of-life hardware, upgrading software to the current Lenel OnGuard release, and deploying new controllers, network infrastructure, and credentialing across the Convention Center, with clearly defined cutover, testing, and rollback procedures to minimize risk and operational impact.
