WASHINGTON CONVENTION AND SPORTS AUTHORITY
RULES OF THE JOBSITE FOR CONTRACTORS
The following rules and regulations (“Rules of the Jobsite for Contractors” or “Rules”) governing work performed by a Contractor at the Walter E. Washington Convention Center, Washington, DC, including adjacent supporting areas (the “Center”) and the Carnegie Library, have been established by the Washington Convention and Sports Authority (“WCSA”) to clarify the operational terms and conditions for each Contractor performing work on WCSA property.
1. Definitions “Center” shall refer to the Walter E. Washington Convention Center, the convention and exhibition facilities located at 801 Mount Vernon Place NW, Washington DC 20001.
“Library” shall refer to the Carnegie Library located at 801 K Street, NW, Washington, DC 20001.
“Contractor” shall refer to the company or individual contracted to provide specified services for the WCSA on the premises of the Center or Library, as well as any subcontractors, suppliers, delivery companies, agents and visitors providing services to the primary Contractor in order to complete such specified services.
“Contracting Officer’s Technical Representative” or “COTR” shall refer to the WCSA staff person designated as the on-site representative of the WCSA.
“WCSA” shall refer to the Washington Convention and sports Authority, the organization charged with the management of the Center and the Library.
2. WCSA Core Business The primary business of the WCSA is to book and host convention, exhibitions, tradeshows, meetings, banquets and public events that attract out-of-town delegates, exhibitors and guests. Contractors performing work in the Center or the Library represent the District of Columbia to WCSA’s out-of-town guests, and shall conduct themselves professionally at all times while on WCSA property.
3. WCSA Hours of Operation WCSA’s hours of operation for business and management services are 8:00 AM to 6:00 PM, Monday through Friday.

WCSA’s hours of operation for events vary by event. The COTR shall regularly provide the Contractor with advance confirmed and “look-ahead” event schedules as these are available. Event daily schedules are subject to change without notice.
WCSA’s regularly scheduled trash removals are 11:00 AM to 3:00PM, Monday through Friday. WCCA schedules additional trash removal service as determined by event requirements.
WCSA’s regular receiving hours for deliveries to the House Receiving Dock are 7:00 AM to 3:00 PM, Monday through Friday. Contractors shall schedule additional hours, or deliveries to Exhibit Hall receiving docks, with the COTR.
The Contractor shall act with reasonable diligence, in manner (including the use of overtime labor) and time, or times, to:
• Prevent interference with WCSA’s business hours, both administrative and event, and WCSA’s occupancy of the facilities and premises;
• Take measurable care to safeguard WCSA’s facilities and premises;
• Promptly repair any damage caused by the Contractor or its subcontractors, suppliers, delivery companies, agents and visitors; and
• Restore WCSA’s facilities and premises to the condition existing before the Contractor’s activities.
The Contractor shall provide its schedules in advance to the COTR for the COTR’s review and written approval prior to commencing work.
4. Conduct The Contractor shall be responsible for all of its actions on Center and Library property, as well as the actions of its subcontractors, suppliers, agents and visitors. The following behaviors are expressly prohibited at all times on Center and Library property:
• Entering prohibited or authorized personnel areas without written authorization by the COTR. These areas include, but are not limited to:
Food Service production areas, mechanical areas, Independent Data Frame (IDF) rooms and network operations areas, parking areas, workshops, storage areas, employee locker rooms, employee lounges, and management offices.
• Entering, or attempting to enter, an event at the Center using an employee identification or uniform as a pass or ticket.
• Taking a break in leased or public space.
• Dressing in an inappropriate or unprofessional manner.

• Discourteous, abusive or disrespectful behavior to coworkers, employers, customers, exhibitors, guests, event staff or WCSA staff.
• Using or possessing illegal drugs or alcoholic beverages, guns, knives or other weapons, or gambling at any time on WCSA property.
• Engaging in disorderly or inappropriate behavior, including but not limited to: spitting, abusive language, threats, fighting, or reckless horseplay at any time on WCSA property.
• Taking or removing event materials or products, WCSA equipment, or WCSA contractor property from WCSA property.
• Soliciting or accepting any tip, loan, gift, gratuity or favor, including any free pass to a WCSA event, from any WCSA customer, guest, user, exhibitor, licensee, client, contractor, or supplier of goods and services.
• Engaging in negligent or unsafe work practices.
• Soliciting, selling or conducting business on WCSA property unless specifically authorized in writing to do so by the COTR.
• Posting notices, signs or advertisements inside the Center or on WCSA property without written authorization by the COTR.
• Smoking inside the Center.
The WCSA may reject any person for engaging in prohibited behavior, and reserves the right to bar such person from entering its premises.
5. Site Logistics Plan The Contractor shall submit a Site Logistics Plan to the COTR for review and approval prior to the start of construction. The Plan shall define the Contractor’s planning with respect to:
• Safe and legal means of egress from each job site to the building exterior;
• Jobsite security;
• Material loading;
• Trash removal;
• Anticipated protection of property and construction materials;
• Flammable material storage;
• Portable fire extinguisher storage and availability;
• Field office or construction trailer (office and storage) locations and duration;
• Anticipated and required system shutdowns; and
• Predetermined overtime to the extent possible.

6. Quick Response Team The Contractor shall submit in writing to the COTR a listing of all individuals who are available to respond to “priority” items that may directly affect WCSA occupants. The listing shall include a working 24-hour cell-phone number for each listed individual. The Contractor shall ensure that each individual is supplied with a working communications device at all times.
The Contractor shall immediately notify the COTR in writing of any changes or updates to the Quick Response Team list.
7. Impact on WCSA Business Operations The Contractor shall schedule its work so that it in no way conflicts with, interferes with, or impedes the normal or event business operations of the WCSA. The Contractor shall reschedule any portion of its work that is in conflict with the WCSA’s normal or event business operations.
8. Overtime Scheduling The Contractor shall submit for the COTR’s written approval all work which must be performed at times other than normal WCSA business and management services hours, at least 72 hours in advance of proposed commencement of such work. Due to the unique requirements for certain events, the WCSA reserves the right to disapprove such scheduling at its sole discretion.
9. Existing Site Conditions
9.1 The Contractor shall, in the presence of the COTR, review the existing conditions prior to taking over an area from the WCSA, and must accept the work area in “as-is” condition unless material deficiencies exist which prevent the Contractor from starting construction. If such material deficiencies do exist, the WCSA shall make the repairs necessary to enable the Contractor to start construction. Upon WCSA’s completion of repairs the Contractor shall accept the work area in “as-is” condition.
9.2 Prior to the start of construction, the Contractor shall create time- and date-stamped video or photographic documentation of the construction areas and access areas which may be affected by the proposed construction, and shall provide a copy of this documentation to the COTR. This documentation shall establish the condition of the space prior to construction start, and shall clearly define WCSA/Contractor responsibility for repairs and replacement. The Contractor’s failure to produce such documentation shall indicate acceptance of the space by the Contractor in “as-is” condition.
9.3 The Contractor shall be required to provide, maintain and remove appropriate protection for all finished surfaces, operating equipment, fixtures or furnishings, and all elements of the Site susceptible to damage by construction activity under the Contractor’s control. The COTR shall approve in writing all proposed protective methods.

Approved protective materials include, but are not limited to homosote, masonite, tarps, insulation, plywood, shrink-wrap (3 mil or better), etc.
9.4 WCSA reserves the right to require at any time additional protection as it determines necessary, in its sole discretion, to protect the Center and the Library.
9.5 The Contractor shall restore the premises affected by construction operations prior to the next day’s beginning of business operations in the affected site. The restoration of premises shall include, but not be limited to:
• Replacement of any ceiling tile moved or removed for access;
• Patching of any drywall surface repaired or replaced;
• Reinstallation of any electrical cover removed for service or construction;
• Thorough cleaning of floor surface; and
• Proper refocusing or realignment of any lighting fixture installed, removed, or replaced.
The Contractor shall note that the beginning of business operations in an affected site may be on a weekend or holiday, if the site is used for an event in the Center.
9.6 Unless specifically noted otherwise in the documentation required in Paragraph 9.1 and 9.2 above, all systems within any area turned over to the Contractor for construction are presumed to be in operational condition. The Contractor shall at its sole expense correct any system or component of a system found to be non-working following the Contractor’s work in an area.
9.7 The Contractor shall perform all work consistent to and in conformance with the approved WCSA construction documents provided to the Contractor.
10. Project Start The Contractor shall execute all required contracts with WCSA, and shall procure and produce evidence of all required permits and certifications, including insurance policies, in order to receive WCSA’s permission to move materials, equipment, personnel or any other items onto WCSA property or commence construction of its work.
10.1 The Contractor shall not occupy any WCSA property without written authorization from the COTR to proceed.
10.2 The COTR shall not provide the Contractor with written authorization to proceed without receipt of all required and properly executed or certified contracts, permits, certifications, or Certificates of Insurance.

11. Trash Removal
11.1 The Contractor shall clean up and remove all waste material, rubbish and debris through designated construction entrances and exits to a central trash collection point and to a container provided by the Contractor in a location established by WCSA. The Contractor shall arrange for collection and removal of construction waste material, rubbish and debris at its sole expense, and shall coordinate pickups with the COTR. The Contractor agrees that the COTR may require alternate scheduling of trash pickups as may be determined by specific event schedule requirements.
11.2 The Contractor shall at all times and on a daily basis keep its area of work free from accumulations of waste material, rubbish and debris caused by or incidental to the Contractor’s work.
11.3 The Contractor shall remove food and beverage related waste removal from its work areas on a daily basis.
11.4 The Contractor shall not leave hazardous, noxious or flammable materials on WCSA property overnight without prior written approval of the COTR.
11.5 WCCA will dispose, at the Contractor’s expense, any construction waste material, rubbish, debris, or equipment left at any time in an undesignated area of the WCSA property, or in any location following completion of the Contractor’s work in that area.
11.6 The Contractor may, at its sole expense and with the concurrence of the COTR, arrange for the use of an open-top dumpster and place it in an area designated by the COTR.
11.7 The Contractor shall keep all work areas clean and safe, and may not store trash on WCSA property.
11.8 The Contractor is responsible for cleaning all areas of work under its control and/or accessed by its personnel, including but not limited to:
• Stairways and means of egress;
• Electrical, telephone/data, audio/video, and closets, IDF rooms, and operations centers;
• Elevators, escalators and vestibules;
• Loading docks;
• Building perimeter;
• Temporary construction entrances and offices;
• Central Plant, maintenance shops, and warehouse areas;
• Common areas;
• Leased spaces;

• Service corridors and non-public service areas; and
• Restrooms.
12. Materials Delivery The Contractor shall schedule access for materials delivery and unloading with the COTR. The Contractor shall move all unloaded materials to the assigned work areas immediately, and shall not impact the normal or event business of WCSA in any way by its materials handling. WCSA shall not be responsible for the storage or security of the Contractor’s materials.
13. Building Access
13.1 The Contractor and its subcontractors, suppliers, agents and visitors shall only use the entrances designated by the COTR for access to their work areas in the Center. The Contractor is responsible for protection, ramps, door removal, security, and a dust-free environment at the designated contractor entrances.
13.2 The COTR may require the Contractor to construct and install fully enclosed painted, dust-free plywood enclosures at the construction entrance(s) or at any new entrance under construction.
13.3 The Contractor and its subcontractors, suppliers, agents and visitors shall arrange and coordinate all access to WCSA’s occupied areas with the COTR.
13.4 The WCSA has instituted and monitors a badge system for the purpose of controlling access to WCSA and monitoring personnel within the premises.
• The Contractor shall anticipate tight control by the WCSA over all personnel entering or leaving the premises, including, but not limited to, the inspection of gang boxes, tool boxes, and knapsacks or other carrying devices.
• Each construction personnel shall be responsible for wearing his/her badge at all times while on WCSA property.
• The WCSA shall deny access to anyone who is not wearing an authorized WCSA identification badge.
• WCSA Security personnel shall escort off site anyone who is discovered to be without an authorized WCSA identification badge.
14. Vertical Transportation Public elevators and escalators are not available for access to the Center, or for delivery of materials.

The Contractor shall schedule the use of service elevators and freight elevators with the COTR. The COTR may require rescheduling of service and freight elevators if warranted by daily event requirements.
15. Temporary Utilities Connections The Contractor shall coordinate access to temporary utilities service connections with the COTR. The Contractor shall return all areas used for temporary service, including but not limited to rest room facilities; janitor closets; electrical, mechanical, or telephone utility closets or IDF rooms, to the “as existing” condition. The WCSA will invoice the Contractor at prevailing internal rates for such services.
16. Rest Rooms The Contractor shall use only those rest room facilities specifically designated and approved by the COTR. The contractor shall include its anticipated protection plan of work in place as part of the required Site Logistics Plan. Construction personnel shall not use any nondesignated rest room facility at any time.
17. Stairways and Doors
17.1 The Contractor shall not hold open any stairway or stair tower door by any means, or tamper with the lock sets or door strikes in any way.
The Contractor shall keep stairways, stair towers and exit ways clear for safe egress at all times. The Contractor’s safety officer shall inspect all means of egress daily to ensure that these requirements are met, and shall immediately remediate any violation.
17.2 The Contractor shall not open any core door without the use of an authorized key. The Contractor shall not wire or mechanically block any core door open at any time. WCSA personnel shall close and lock any door found propped open.
18. Security
18.1 The Contractor is responsible for the security of its own material, equipment, tools and work in place, and for securing its access to and from WCSA property.
16.2 The Contractor is responsible for the cost of additional security on WCSA property when such additional service is deemed necessary by the COTR or the Contractor.
16.3 The Contractor shall provide the COTR with two keys or other devices for each lock or device required to access any area secured by the Contractor on WCSA property. The COTR shall provide one key or device to WCSA Security for emergency or after-hours access, and shall retain one key or device for routine access.
17. Site Damage

The Contractor shall be responsible for all damage to WCSA property, including the job site, existing WCSA property, or to other contractor’s work caused by the Contractor.
18. Safety
18.1 The Contractor is responsible for ensuring that its workplace is maintained in a safe and orderly manner for all persons working therein.
18.2 The Contractor shall not engage in any labor practice that may impact other contractor’s work.
18.3 The Contractor shall comply with all regulations governing safety and health regulations, including Federal, District and OSHA that pertain to such work in the Center and the Library.
18.4 The Contractor shall provide at its sole expense, temporary fire protection equipment in conformance with DC Fire Department governing regulations, or as may be reasonably required by the COTR.
18.5 The Contractor shall supply the COTR with the following materials at least 48 hours prior to commencing work on WCSA property:
• A copy of its Hazard Communication Standard Program as required by OSHA;
• A list of products and hazardous substances which the Contractor and/or its subcontractors plan to use, including dates and shifts, and updated as work progresses;
• OSHA-compliant Materials Safety Data Sheets for any prepared product, material, or process that contains or may emit any volatile organic compounds (VOCs), formaldehyde formations, or hazardous out-gassing, as determined by the manufacturer;
• A temporary ventilation plan for the removal of VOCs and fumes from the job site, if the permanent HVAC system is determined to be incapable of removing such fumes or the COTR determines that event requirements preclude the use of the permanent HVAC system; and
• The designation of a qualified safety officer, acceptable to the COTR, to oversee the work and provide life safety training to all personnel.
18.6 The Contractor shall not store flammable liquids, gases or other highly combustible material on WCSA property.
18.7 The Contractor shall provide the COTR with 48-hour written advance notification of all hotwork operations.

• The Contractor shall protect all surrounding areas from the heat and/or flame of any hotwork, using barriers or protective devices acceptable to the COTR.
• The Contractor shall ensure that each person welding or using any type of hotwork device shall hold and present a valid, current Certificate of Fitness to perform such activities. The Contractor shall provide a copy of each certificate to the COTR prior to the commencement of such work.
• The Contractor shall employ personnel to perform fire watch responsibilities at all times that hotwork devices are in use, and at any other time that COTR, in his/her reasonable judgment, may require. The personnel providing fire watch shall have no other responsibilities or duties during his/her fire watch duties. The Contractor shall ensure that each person employed to perform fire watch responsibilities has been properly trained in the use and operation of fire extinguishers, and has been provided with a fire extinguisher appropriate for the hotwork and fire hazard being monitored.
• The COTR shall require the presence of an on-site maintenance engineer employed by WCSA during all burning or welding operations.
• The Contractor shall remove all oxyacetylene, fuel or gas storage tanks, or any other hotwork fuel source from WCSA property once such work is completed.
18.8 The Contractor shall provide clear warning notices and effective barriers or barricades around all work areas.
18.9 Within 24 hours of discovery, the Contractor shall provide the COTR with written notice of any accident or emergency occurrence, fire or other casualty, or any damages to the Center, building, building equipment, or WCSA’s improvements, including but not limited to damage caused by others.
19. Field Offices
19.1 The Contractor shall not store any material on WCSA property or erect any sheds, offices, trailers, or similar structures without the prior written consent of the COTR. At the direction of the COTR, the Contractor shall promptly relocate or remove from the Center any stored material, shed, office or other material which interferes with the ordinary conduct of the WCSA’s business, including its event business.
191.2 The COTR may designate a Contractor field office adjacent to the Center. If such a field office site is designated, the Contractor shall be responsible to build the space out, drywall and paint if the space is exposed to the public or other WCSA staff, and arrange for power, Rules of the Jobsite for Contractors Page 11 of 11 telephone, lighting, plumbing, HVAC, floor protection, and any other required service at its sole expense.
20. Pedestrian, Vehicular Traffic and Parking The Contractor shall in no way interfere with or endanger public, pedestrian, or vehicular traffic adjacent to or inside the Center, nor interrupt the flow of traffic in and out of the Center. The Contractor shall provide at its sole expense its own traffic control personnel as required by the District of Columbia Department of Transportation and the District of Columbia Metropolitan Police Department to coordinate its deliveries to the Center.
The WCSA does not provide parking to the Contractor or its employees, subcontractors, suppliers, agents and visitors. The Contractor and its employees shall utilize available public parking lots during the life of the Contract.
The Contractor and its employees, subcontractors, suppliers, agents and visitors shall not use the sidewalks, street parking spaces, interior roadways, or loading docks for parking. The WCSA reserves the right to ticket and/or tow vehicles that park on WCSA property without approved WCCA parking permits.
21. Vending Machines The WCSA prohibits the Contractor’s installation of vending machines or the operation of food concessions on WCSA property. The Contractor may at its discretion make arrangements with WCSA’s food service operator for appropriate meal and snack services.
22. Signage The Contractor shall post only that signage which is either legally required (examples: minimum hourly wage, required safety notices, official notices by a labor union holding a collective bargaining agreement with the Contractor) or customary (example: management notices) for the work being performed, and shall post such notices in areas that not accessible to WCSA guests or the general public. The COTR shall approve in advance each notice for posting, and shall approve in advance the area(s) for posting such notices. The COTR shall direct the removal of any unauthorized sign, or posting of any sign in an unauthorized area.
