Other Direct Costs may be submitted separately on a cost-reimbursement basis. All prices must exclude federal excise tax, transportation tax, and District of Columbia sales and use taxes, and must be equal to or lower than prices offered to the contractor's most favored customers for comparable work. This RFP includes a 35 percent set-aside for Certified Business Enterprises (CBEs) and requires subcontracting plans allocating at least 35 percent of annual contract value to small businesses or CBEs for contracts exceeding $250,000, as well as First Source Employment compliance mandating that 51 percent of hired personnel be District of Columbia residents for contracts exceeding $300,000. Qualified bidders must be certified Lenel OnGuard Value-Added Resellers with a minimum of ten years of enterprise-level experience and at least six years with Lenel OnGuard 7.x or higher, and must provide a Project Manager with ten years of relevant experience managing projects exceeding $1 million and a Lead Technician holding Lenel Certified Professional (LCP) or Lenel Certified Expert (LCE) credentials.

(a) Events DC is exempt from Federal Excise Tax, Transportation Tax, and District of Columbia Sales and Use Taxes. All prices shall exclude all taxes.

(b) The prices offered shall be as low as or lower than those charged to the Contractor’s most favored customer for comparable quantities, terms and conditions.
