About this file
The document is a compilation of previously asked questions regarding a Roof Replacements project for Single Family Homes, issued by the Genesee County Metropolitan Planning Commission (GCMPC). The Invitation to Bid (ITB) #25-424 seeks qualified contractors to replace roofs on five single-family homes located in various Michigan cities including Grand Blanc, Swartz Creek, Flint, and Mt Morris. Contractors are not required to be pre-registered with GCMPC prior to bidding, and those successfully completing the proposal can be added to the qualified contractors list after a probationary period. Contractors are responsible for directly contacting homeowners to schedule roof inspections and must follow specific guidelines for roof replacement, including potential wood/decking replacements.
The document provides detailed guidance on wage rates, documentation requirements, and project specifications. Wage rates are specified for different worker categories including roofers, sheet metal workers, and laborers, with instructions on calculating total hourly compensation. Bidders must submit specific required documents, but do not need to include the entire 71-page ITB. The project does not require performance bonds or builders risk coverage in the initial bid submission. Additional notes clarify that no lead abatement work is required, and the licenses requested are to potentially qualify contractors for future rehabilitation programs administered by the Genesee County Metropolitan Planning Commission.

Previously asked questions on Roof Replacements for Single Family Homes
1. We currently are not registered with GCMPC. I went to the website to try and figure out how to register. Can you enlighten me on how to register? Do we need to be registered prior to bidding? Contractors do not need to register with GCMPC prior to submitting their proposal for RFP #24-424. Contractors that successfully complete and provide all required documents for this RFP can be added to GCMPC’s list of qualified contractors to bid on rehabilitation projects following a probationary period.
2. Who and how would he go about setting up a time to give a quick look over each home? Mainly to see about layers. If needed, the contractor may contact the homeowner directly to set up a time to look at the roof. GCMPC will not be coordinating appointments to view the roofs.
3. 609 W Rockwell, Fenton, mi. does it have a roof report? i have two files for that one home but no roof report. No, the GAF Quick Measure software was unable to generate a report due to trees obscuring parts of the roof. Please bid based on information provided in the work write up.
4. Page 13 states the required document checklist. Is this checklist 100% complete? It does not include the Performance Bond/Payment Bond required for all contracts exceeding $50,000 on page 32. Is the contract for this bond requirement calculated by each individual house above $50k or all five houses as a group, under one contract above $50k? I doubt any 1 house will exceed $50k.
Performance/Payment bonds are not required for this ITB. The bond requirement language (page 32) will not be included in the Construction Work Contract between Genesee County and the construction company awarded this bid. Please submit items on the Required Document Checklist (page 13) and as noted in Section 6 (pages 9-10).
5. Does the insurance requirement of Builders Risk need to be included with the bid submittal? This is normally provided to GCMPC upon Contract Award The Builders Risk Coverage does not need to be included in the bid submittal. If awarded the bid, you will need to provide the Builders Risk Coverage to Genesee County before starting construction.
6. Does the bid packet need to include all 71 pages of ITB #25-424? Or just the items identified on the Required Document Checklist on page 13/Page 9 & 10 Section 6 The bid submittal does not need to include all 71 pages. Please submit items per Section 6 (pages 9-10) and the Required Document Checklist (page 13). Also note submittal instructions in Section 1 (page 3).
7. As you may know, most of these documents are on file for Bedrock with the GCMPC HIP Program (financial, licenses, NON familial, SAM etc...). Do I need to supply them per Requirements to the GC Purchasing Dept too? Please submit all required documents for ITB #25-424. If all the required documents are successfully submitted and approved by Genesee County for ITB #25-424, they will not be required for the next Roof Replacements ITB.
8. What’s the total Roofers rate of pay 50.25 per hour? Please carefully review the Wage Determinant for this project. Page 3 lists the rate and fringe rate for Roofers. If your company does not pay its employees fringes (ie:
medical/dental/vision) then you must add the rate ($30.38) and fringe rate ($19.87) together to get the total amount per hour that must be paid.
9. What would be the Gutter installation rate of pay Sheet Metal?? A Gutter Installer can be paid the rates and fringes listed for Sheet Metal Worker on page 3 of the Wage Determinant. If your company does not pay its employees fringes (ie:
medical/dental/vision) then you must add the rate and fringe rate together to get the total amount per hour that must be paid.
10. Where there’s a flat roof. Tear off existing? Or just remove any loose roofing, dispose of same, and Go Over Existing Roof?? Please bid according to the details and instructions provided in the work write-ups.
11. For a person just working the ground, cleaning and picking up the old roofing materials. Not getting on roof! What is the rate of pay?? A worker as described above would be considered a Laborer. The rates for a Laborer can be found on page 3 of the Wage Determinant. If your company does not pay its employees fringes (ie:
medical/dental/vision) then you must add the rate and fringe rate together to get the total amount per hour that must be paid.
12. On our proposal We normally put if there is any bad decking or Re-Sheeting necessary on the roof it will be done at a unit cost of 3.00 per sq ft per 1/2” Thick. Or any rotted Facia in back of gutter will be replaced at a unit cost of 5.00 per lineal foot Please bid according to the details and instructions provided in the work write-ups.
Please note that we have included the following language in most of the work write-ups: “…Replace up to 5 sf of sheathing per 100 sf of roof using pine board or OSB of matching thickness…”
13. And also, there was a mention for Dry Wall. Is there drywall work involved too inside?? No drywall work is included in the work write-ups for these roof replacements.
14. How do we handle wood/decking replacement exceeding the 5% in each job. Can our price per sheet or Foot be stated on the exceptions page? You will need to contact the Genesee County Housing Rehab Specialist assigned to the project immediately so that they can come to the jobsite during the tear-off. Do not move forward without contacting the Housing Rehab Specialist. If necessary, additional sheathing can be added through a Change Order, but only with approval from the Housing Rehab Specialist. The additional cost will be worked out at that time
15. Section 6 indicates that we must provide a Lead Abatement License (If
Applicable). I have read the work write ups and do not see anything that would require lead work but would like clarification on the matter No lead work is required for the roof replacements. All licenses (if applicable) are being requested so that contracting firms can be added to the Genesee County Metropolitan Planning Commission’s Qualified Bidders List. The Planning Commission administers two other rehabilitation programs year-around, the Genesee County Home Improvement and Urgent Repair Programs.
