About this file

This is a Standard Operating Procedure (SOP) document issued by the Florida Department of Transportation (FDOT) for the preservation of electronic equipment on SunRail station platforms. The procedure establishes guidelines for cleaning contractors to protect sensitive electronic infrastructure during station cleaning operations at SunRail facilities. The document specifies that contractors must coordinate with Bombardier's communications department manager at (407)732-6732 prior to initiating any station cleaning activities. The primary services involve pressure washing platforms, posts, ceilings, and canopies, with cleaning activities expected on a monthly basis for pressure washing and weekly basis for canopy and pole cleaning. The document references a damage table (Table 1) indicating financial consequences for equipment damage, though specific amounts are not detailed in this excerpt. The procedure document establishes a three-year initial contract term with options for two subsequent one-year renewals, consistent with the related Volusia County SunRail Cleaning solicitation (IFB #26-B-22KO) released October 31, 2025, with questions due November 21, 2025, and final bids due December 4, 2025, at 3:00 pm.

The SOP mandates strict protective measures for electronic equipment, requiring contractors to cover all Ticket Vending Machines (two per platform) and Ticket Validators (three per platform) with appropriately sized tarpaulins secured with duct tape or straps before pressure washing operations commence. Water pressure must not exceed 85 psi to prevent damage to sensitive electronic systems including cameras and communication infrastructure. The document specifies that tarpaulins be removed only after stations are completely dry, with hand cleaning of equipment performed thereafter. Potential financial liability for contractors exists if electronic equipment is damaged, with replacement costs ranging from approximately $100 to over $4,000 depending on the specific device component. The procurement requires contractors to comply with FDOT standards, utilize only "green" chemicals, maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 general aggregate, and demonstrate E-Verify compliance and local business preference adherence.

Preservation of Electronic Equipment on SunRail Station Platforms

PROCEDURE NUMBER: SOP-1

PURPOSE:

To provide guidelines for preserving the electronic equipment that is installed at the

SunRail stations.

SCOPE:

During the cleaning of the Sun Rail Stations the cleaning contractor needs to ensure that the electronic equipment is adequately protected. Direct contact with any electronic equipment with high pressure water should be avoided at all times. Water pressure should not exceed 85 psi. Coordinate with Bombardier's communications department manager at (407)732-6732 before cleaning of any station (see table 1 for damage amounts).

PROCEDURE:

1. Cover the Ticket Vending Machines with a tarpaulin of the proper size to cover the entire machine (2 per platform). Use Duct tape or straps to ensure that the tarp will stay in place during the station cleaning. Remove the tarp when the station is dry and hand clean the Ticket Vending Machine.

2. Cover the Ticket Validators with a tarpaulin of the proper size to cover the entire

Validator (3 per platform). Use Duct tape or straps to ensure that the tarp will stay in place during the station cleaning. Remove the tarp when the station is dry and hand clean the Ticket Validator.
