The contractor bears full responsibility for any damage to plants, building surfaces, electronic devices, and other property and must maintain compliance with OSHA and NIOSH safety standards, including placement of safety barriers and use of safety vests. Contractors must submit at least three recent references demonstrating pressure cleaning service of the same type and magnitude within the past three years; residential building experience is not considered equivalent. Water is provided at the station, though contractors must purchase their own square supply box key to access the water supply and are responsible for water conservation, with potential charges for gross wastage. All materials, equipment, and debris must be removed daily with the site left clean and neat.

Scope of Work 23-Q-14HO
Group - 1 Questions
1.2.1. 1.0 Scope of Work
The County of Volusia is seeking quotes for the cleaning of the DeBary SunRail Station, located at 630 South Charles R. Beall Blvd., DeBary, Florida 32713. Three (3) services are needed, pressure washing flatwork/platform, Pressure washing underside of canopy & support structures and, cleaning of the underside of the canopies and support structures.
1.1 Pressure Washing
A. The Contractor shall pressure wash the platforms, posts, ceilings, and canopies, as directed, to remove all mildew, algae, dirt, stains, gum, inset nests and carcasses, and foreign material.
B. The station shall be pressure washed on Saturdays or Sundays only.
C. The Contractor shall not pressure wash the ticket dispensers, readers, kiosks, security cameras, or lights and shall take care and proper precautions including, but not limited to, covering and securely taping with plastic sheeting to prevent those items from getting wet and/or damaged.

D. The Contractor shall follow Florida Department of Transportation SOP-1, Preservation of Electronic Equipment on SunRail Station
Platforms. A copy of SOP-1. (Section 1.6.7 - Additional Information)
E. The Contractor shall not spray directly into the horn speaker, but rather wash just the back of the box.
F. In order to avoid damage to the paint on the poles and ceilings, the pressure used shall not exceed 85 psi.
G. Pressure washing will be requested to be done approximately monthly. There is no minimum guarantee of work.
1.2 Cleaning of the Canopies and Structures
For cleaning of the canopies and structure, the following shall apply:
A. The Contractor shall clean the station platform poles, canopy edges, and underside of canopy (ceiling) to include, but not be limited to, the removal of spider webs, bug carcasses, and other foreign material.
B. The method of this cleaning shall be at the Contractor’s discretion.
C. Cleaning may be done anytime on Saturdays or Sundays. If cleaned between Monday and Friday, the cleaning shall be performed between 10 a.m. and 3:00 p.m.
D. Cleaning of the underside of canopies shall be regularly scheduled once per week by the project manager. There is no minimum guarantee of work.
1.3 Location
A. A site visit to the DeBary SunRail station by the Bidder, prior to quote submission, is highly encouraged. The scope of work required may not be totally inferred through square footage or written scope alone.
B. The DeBary SunRail station is approximately 11,500 square feet, of which approximately 9,500 square feet are under the canopy.
1.4 Contractor Responsibilities
A. Contractor shall provide all labor, materials, and equipment required to perform the service and to meet all project requirements.
B. All damage to plants, building surfaces, electronic devices, canopy, and other property is the responsibility of the Contractor. The
Contractor shall notify County Project Manager immediately of any damage.
C. All Contractor personnel shall observe local, state, and federal safety regulations and shall be in accordance with all governmental standards, to include, but not be limited to, those issued by the Occupational Safety and Health Administration (OSHA), and the National
Institute of Occupational Safety Hazards (NIOSH).
D. The Contractor shall place safety barriers as required by local, state, and federal regulations to ensure the safety of non-contractor personnel who may be in the work area during the cleaning process.
E. The Contractor shall wear safety vests while on site.
F. The Contractor shall provide all equipment for safe operation at any height, including but not be limited to, ladders, scaffolds, man-lifts, rigging, etc.
G. The Contractor shall have the technical knowledge to support correct application of pressure and any chemicals used in the pressure washing process.
H. Water is available at the DeBary SunRail station platforms. The Contractor shall be responsible for purchasing a square supply box key
(available at plumbing supply retailers) to access the water supply and hose bib. The County will not charge the Contractor for normal water usage. However, it shall be the Contractor’s responsibility to conserve water to the greatest extent possible. If gross wastage occurs, the County reserves the right to charge the Contractor.
I. Upon completion of services, the Contractor shall remove all material, equipment, and debris from the site and leave the site clean and neat. No material, equipment and/or debris shall be left on site overnight.
J. Upon request, the Contractor shall supply a list of chemicals to be used with accompanying Material Safety Data Sheets (MSDS).
1.5 Chemicals
If chemicals are used, the Contractor shall only use “green” chemicals. Chemicals used by the Contractor shall not be harmful to plants, trees, structure surfaces, or rail station users, and special precautions and warnings shall be taken to prevent danger to the public or damage to structures, equipment, and surfaces. All chemicals used shall comply with local, state, and federal regulations.
1.6 Contractor Experience
A. The Contractor shall provide at least three (3) recent references where pressure cleaning services have been provided within the past three (3) years (Section - 1.5.9 - Forms).
B. Contractor references shall reflect service provided of the same type and magnitude to the project site categories being bid.
C. For the purposes of this solicitation, residential buildings are not considered equivalent in scope with regards to experience.
