About this file

This is a Pre-Bid Conference presentation for the Washington State Department of Social and Health Services (DSHS) Enterprise Cloud Fax solicitation issued by the Division of Information Technology within the Finance, Technology and Analytics Administration. DSHS is procuring a cloud-based fax solution to replace legacy phone line-based fax systems (Centrex, Analog, POTS) that will be discontinued by Washington State Consolidated Technology Services (WaTech). The solution will serve all DSHS business units including Finance, Technology & Analytics; Behavioral Health & Habilitation Administration; Economic Services Administration; Home and Community Living Administration; and Vocational Rehabilitation. The pre-bid conference was held on January 6, 2026 at 2:00 PM PST. Bidder questions were due by January 13, 2026 at 5:00 PM PST, with proposals due February 3, 2026 at 5:00 PM PST. Contract execution and start date were anticipated for April 9-10, 2026, with an estimated performance period of three years (April 10, 2026 through April 9, 2029). All inquiries and responses must be directed to Donna Beatty, Solicitation Coordinator, at donna.beatty@dshs.wa.gov.

The solution must include a web-based platform for sending and receiving faxes, configuration and porting services, training, hardware support for legacy fax equipment, and 24/7 customer support. Key technical requirements include compliance with security protocols (AES-256, NIST 800-53, HIPAA, SOC 2 Type 2), single sign-on capability, role-based access control, compatibility with various fax machines and multi-function copiers, ability to handle faxes exceeding 1000 pages, fax-to-folder and fax-to-email functionality, and comprehensive reporting and archiving capabilities. The cost proposal is structured across four phased implementations over 36 months: Phase 1 (Months 0-9) for porting existing expiring contract lines, Phase 2 (Months 10-21) for porting lines from other services, Phase 3 (Months 22-33) for expanding to additional business units, and Phase 4 (Months 33-36) for theoretical growth expansion. Proposals will be evaluated based on technical responses, management responses, cost proposals, and optional demonstrations.
