About this file

This is a Pre-Bid Summary and Attendee List for a virtual pre-proposal conference conducted by the State of Maryland's Department of Budget and Management (DBM), Office of Personnel Services and Benefits (DBM OPSB), regarding a Request for Proposals for Third-Party Administrator Services for Flexible Spending Accounts. The solicitation (F10B66000006/BPM054797) seeks to acquire Third-Party Administrator (TPA) services for the State of Maryland's Healthcare Flexible Spending Account (HCFSA) and Dependent Daycare Flexible Spending Account (DCFSA) programs for eligible and enrolled participants. The virtual pre-proposal conference was held on February 5, 2026, at 10:00 AM and was attended by six State representatives and representatives from nine companies, including P & A Administration Services, Inc., Metropolitan Life Insurance Company, Inspira Financial Health, Inc., Total Administrative Services (TASC), S & O Strategies Unlimited LLC, and Dana Insurance Services. During the conference, State personnel reviewed key RFP sections including minimum qualifications, proposal submission instructions via eMMA, contractor requirements, standard terms and conditions, the evaluation and selection process, and Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) participation requirements and goals. Attendees were instructed that all questions must be submitted in writing to the Procurement Officer for official written responses and that only formal amendments can modify RFP requirements.

The conference materials emphasized the importance of compliance with all proposal submission requirements and the submission deadline established in the RFP. Minority Business Enterprise and Veteran-Owned Small Business Enterprise requirements, including required forms and participation goals, were reviewed by the DBM MBE/VSBE/SBR Liaison. The attendance list included representatives from multiple established third-party administrator and benefits administration companies, indicating active competition for the contract. No specific pricing terms, award dates, contract term, renewal options, or funding amounts were detailed in this pre-bid summary document.
