Attachment B - FSA Financial Proposal Summary

This is a financial proposal attachment for the State of Maryland's Third-Party Administrator (TPA) Services solicitation for Flexible Spending Account administration. The solicitation seeks TPA services to administer two FSA plans: the Healthcare Flexible Spending Account (HCFSA) and Dependent Daycare Flexible Spending Account (DCFSA) for eligible and enrolled participants in the State's FSA programs. The document serves as the pricing and financial submission component of the broader procurement, requiring vendors to detail their cost structure and financial terms for providing comprehensive TPA services including claims processing, participant support, compliance management, and plan administration activities.

The financial proposal attachment establishes the pricing framework through which prospective vendors must submit their cost proposals for FSA administration services. This document would typically include proposed fees, pricing models (whether per-participant, per-claim, or tiered structures), administrative costs, and any ancillary service charges. The proposal format standardizes how bidders present their financial offers, ensuring comparative evaluation of pricing among competing vendors. As an attachment to the formal solicitation, this document is essential for the State's assessment of the total cost of ownership for TPA services and supports the evaluation criteria related to pricing competitiveness and fiscal responsibility in the vendor selection process.
