About this file
This document is pre-bid meeting minutes for the State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation, regarding the Kikiaola Small Boat Harbor Sand Bypassing project in Kekaha, Kauai. The project requires excavation of approximately 37,600 cubic yards of sand from East Beach and Basin borrow areas, hauling and placement of sand on the eroded west beach, laydown and equipment storage area preparation with best management practices installation, and an optional additive for dredging a portion of the harbor basin pending available funding and permits. The pre-bid meeting was held on May 11, 2026, via Zoom, with a firm bid deadline of May 26, 2026, at 2:00 PM with no extensions granted. All bidders must be registered in HIePRO prior to the deadline. The RFI (Request for Information) submission deadline is May 18, 2026, by 4:00 PM, with responses to be provided by May 21, 2026. The contract duration is 180 consecutive calendar days from the Notice to Proceed, with an estimated construction start date of November 2, 2026, and estimated completion date of May 1, 2027.
The estimated construction cost is $1,800,000, with award based on the lowest responsible bidder's total sum bid for base items. The State of Hawaii has applied for USACE and other permits that are still pending and may delay construction start; contract duration includes time to order, fabricate, and deliver all required materials. Special provisions address labor and material cost escalation allowances for delays in issuing Notice to Proceed. Bidders must hold a valid State of Hawaii Contractor's License Classification "A" and comply with prevailing wage requirements. Performance and payment bonds of 100 percent contract value, proof of tax clearance, Department of Labor and Industrial Relations Certificate of Compliance, and Department of Commerce and Consumer Affairs Certificate of Good Standing are required. Liquidated damages are assessed at $100 per calendar day for delays beyond the completion date. Additional requirements include Commercial General Liability insurance of not less than $1,000,000 per occurrence, Comprehensive Automobile Liability of not less than $1,000,000 combined single limit, and Hawaii Compliance Express annual subscription fees of $12.00 to $15.00. Questions should be directed to finn.d.mccall@hawaii.gov.
