About this opportunity
The State of Hawaii, Department of Land and Natural Resources (DLNR), Division of Boating and Ocean Recreation, is procuring construction services for the Kikiaola Small Boat Harbor Sand Bypassing project in Kekaha, Kauai County, with a posted date of May 6, 2026, and a bid due date of May 26, 2026. This sealed-bid procurement requires the successful contractor to furnish all materials, tools, equipment, and labor necessary to excavate approximately 37,600 cubic yards of sand from the East Beach and Basin borrow areas, place beach fill material on the eroded west beach to achieve specified design elevations (8-foot mean sea level berm crest and 15.5-foot mean sea level dune crest), implement best management practices including turbidity curtains and silt fencing, conduct water quality monitoring throughout operations, and remove existing sandbag revetment structures. The project also includes an optional add-alternate item for 5,300 cubic yards of basin dredging to -7 feet mean sea level. Bidders must possess a valid State of Hawaii Contractor's License, Classification "A," and demonstrate compliance with prevailing wage requirements established by the Department of Labor and Industrial Relations. Key deliverables include pre-construction surveys, final as-built drawings in both hard copy and electronic format, performance and payment bonds equal to 100 percent of the total contract price, and proof of compliance with Hawaii Revised Statutes 103D-310(c) through submission of tax clearance certificates, Certificate of Compliance from the Department of Labor and Industrial Relations, and Certificate of Good Standing from the Department of Commerce and Consumer Affairs. The contract duration is 180 consecutive calendar days from the written notice to proceed, with liquidated damages assessed at $100 per calendar day for delays beyond the specified completion date. A required pre-bid conference is scheduled, and all bids must be submitted through the State of Hawaii e-Procurement System (HIePRO) by the May 26, 2026 closing date. Award will be made to the lowest responsible bidder based on the total sum bid for base items one through six.
This procurement does not specify set-aside designations for disadvantaged business enterprises; however, the proposal form provides preference considerations for Hawaii products (with potential 10-15 percent price reductions for certified products), recycled products (10 percent price reduction), and apprenticeship agreements (5 percent bid decrease for Department of Labor and Industrial Relations registered bidders). No incumbent contractors or existing vendors are identified in the solicitation documents. Contractors must obtain all required project permits and pay associated fees, maintain Commercial General Liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and Comprehensive Automobile Liability of not less than $1,000,000 combined single limit. The project requires compliance with federal environmental permits, including Nationwide Permits under the Clean Water Act and Rivers and Harbors Act of 1899, and adherence to permit conditions and geotechnical findings specified in the appendices. The estimated construction cost is $1,800,000, and the state reserves the right to reject any or all bids, waive defects, delete proposal items to remain within available funding, or negotiate with the lowest responsive bidder if all bids exceed available funds. Contractors must also maintain Hawaii Compliance Express (HCE) compliance with annual subscription fees currently set at $12.00 to $15.00.
