PRC0002-25 Q&A
QUESTION 1: Is this a brand-new contract or is there (was) an incumbent performing these services?
ANSWER: Yes, this is a new Purchase Order.
QUESTION 2: Would you waive the Washington DC registration requirements for all
Architecture and Engineering Disciplines? Our Mechanical Engineer is licensed in DC
ANSWER: No waiver granted, see Amendment #3 for additional information
QUESTION 3: Would you be able to provide any existing drawings and as-builts for the mechanical rooms and current elevator systems?
ANSWER: Drawings have been posted on SAM.gov and will be available to those that attended the site visit. Please request drawings through SAM.gov.
QUESTION 4: Would you provide a list of the attendees at the site visit?
ANSWER: A list of attendees at the site visit has been posted on SAM.gov
QUESTION 5: Is there an available construction budget for the project?
ANSWER: No construction budget is available as this is part of the scope of work (SOW).
Please see page 13 of 88 in the solicitation under the "Scope of Work Phase", the "Evaluation and Recommendations Report".
QUESTION 6: Please provide copies of existing drawings including architectural and structural floor plans, sections, and details of the elevator hoistways, elevator pits, machine rooms and associated electrical rooms. For HVAC, electrical, and fire alarm; please include plans, equipment and panelboard schedules, and riser diagrams.

ANSWER: All of the drawings from the government are available on SAM.gov per question #3.
QUESTION 7: Due to the age of the building there is a distinct possibility of the presence of hazardous materials such as asbestos, lead, and PCB’s. Is the design team required to perform a
Pre-Alteration Assessment for Hazardous Materials or will FPI provide a hazardous materials report based on a recent survey? Should abatement design documents be included?
ANSWER: An assessment for hazardous materials will be performed by the awarded contractor.
Abatement design report of survey will be included as part of information gathering, reporting phase, and evaluation and recommendations report. See amendment #3 Information Gathering, and Report: Evaluation and Recommendations.
QUESTION 8: On solicitation page 15, Submission line 2.) states that it is due “after Purchase
Order Execution”. This conflicts with page 14, where the 30- day schedule starts after receipt of government review comments on the assessment report.
ANSWER: An amendment has been posted with the new submission schedule.
QUESTION 9: On solicitation page 8 and also on page15, Performance Period, the design period is stated as 70 days including government reviews. Based on the submission schedule on page
15, the total period should be 120 days as follows: 30 days evaluation and report, 20 days review, 30 days 100% design; 20 days review, and 20 days final corrected design docs.
ANSWER: An amendment has been posted with a new submission schedule and the new POP is ninety (100) days.
