This addendum, which is to be considered as if originally included in this RFP, makes the following clarifications and provides answers to questions submitted by potential offerors:
Q1. Exhibit D, Section 3.1.1.3, Method requirements - All methods should be the most current promulgated versions. Before implementation, the method must be proven by industry acceptance. The CONTRACTOR STR must give permission to update to the current version.
SW846 no longer promulgates methods. Please confirm that the laboratory is expected to use the most current method.
A1: Bidder may propose utilizing any method which meets the listed CRQLs or MDAs for the associated analytes.
Q2: 3.4.1 SUBCONTRACTOR shall perform the analysis of site performance evaluation (PE) samples as described in Section 3 of the QSM, Version 5.1…
a. Are there plans to move to QSM 5.2?
b. If so, is there an anticipated timeline for this move?
c. And how will that be negotiated?
A2: For the time being, we are using QSM 5.1. When we move to QSM 5.2 (at an undetermined time), that will be negotiated with the SUBCONTRACTOR.
mailto:Matt.Cockfield@em-la.doe.gov
Q3: 3.8.4.14 The SOP shall require that standards for radiochemistry and wet chemistry be prepared using ASTM Type II water, at a minimum. It must also require using dead water for radiochemical analyses method blanks.
a. Other than the resistivity, what other acceptance criteria is required for Type I water?
A3(a):
(as per ASTM D1193-91)
b. Is dead water required for all radiochemical method blanks?
A3(b): Yes.
c. Please clarify- are there any specific Type II water requirements for this project beyond the industry standard?
A3(c): No.
Q4: Exhibit D, Section 4.4.3.1, Perchlorate requirements If the CONTRACTOR DQOs allow the use of the IC technique for perchlorate determinations, the SUBCONTRACTOR shall follow all QC requirements specified in EPA Method 314.0 in addition to those found in this statement of work.
a. Is 6860 an acceptable method in lieu of 314.0 for perchlorate?
A4: Yes, provided that the CRQL for that analyte can be met.
Q5: Exhibit D, Section 4.5.9.8.7 (5), AND 4.5.9.8.8 (1) 8321 requirements For all confirmation runs, the SUBCONTRACTOR shall add an analytical spike to at least one sample that was determined in HPLC analysis to have detections at or near the associated MDL. The analytical spike concentration will likewise be at or near the MDL. Acceptable recoveries are within the
SUBCONTRACTOR’s limits.
a. Please clarify – The laboratory’s interpretation of method 8321 is that result confirmations are not required. Does this project require confirmation of results for positive detects by 8321?
A5: Confirmation results are not required by the method 8321 and the project does not require confirmation of all positive detects. In rare cases the project may request confirmatory analysis of a sample extract per Sections 4.5.9.8.7 (5), and 4.5.9.8.8 (1).
Q6: 4.6.4 Preparation Blanks, is certified dead water required for all tritium analyses or just electrolytic enrichment?
A6: Certified dead water is required for all tritium analyses.
Q7: Exhibit C Pay item 4.7/4.7a
a. Is it acceptable to use an alternate technology that can meet the required MDA and required QC criteria?
A7(a): Yes.
b. For example, for I-129 would it be acceptable to analyze waters by LSC and solids by gamma spec instead of X-Ray Spec?
A7(b): Yes.
c. Is 903.0 an acceptable substitute for 903.1?
A7(c): Yes, please fill in the proposed analytical method column for methods that don’t match the example analytical method column in Exhibit C. In addition, the CRQLs or MDAs must be met.
d. Can we analyzed for Rn-219 by gamma?
A7(d): Yes.
e. Can we use a water leach as substitute for pyrolysis when extracting tritium from solid material?
A7(e): Distillation of the solid material in water and NaOH can be a substitute for pyrolysis. Water leach that does not include distillation and chemical decomposition is not an acceptable substitute.
Q8: Re: Exhibit C, is a rad license required if the laboratory is supporting only the NIOSH/IH methods?
A8: No.
Q9: Re: Exhibit D, Table 3-5 8260C I.S. requirements
a. Can the laboratory propose alternate Internal standards?
A9(a): Yes.
b. For example, for 8260C instead of 1,4-difluorobenzene can we use the method recommended internal standards?
A9(b): Yes.
Q10: Pay item 2.32 and 2.32a – Please clarify, what is the specific analyte list for the non-standard organic analyses?
A10: Any analyte that is not in our standard list for a method, but can be analyzed by that method(s).
Q11: Pay item 2.41 and 2.41a – Please clarify, what is the specific analyte list?
A11: Pay items 2.41 and 2.41a correspond to screening for total VOCs. To report total volatiles, use the parameter name ‘Volatile Organic Compounds’, and the parameter code ‘VOC.’
Q12: Pay item 3.4 and 3.4a – Please clarify, is this ammonia instead of ammonium?
A12: Pay item 3.4 and 3.4a correspond to total ammonia.
Q13: There appear to be missing pages, i.e. numbers 47-69. Please provide these missing pages.
Also, please provide missing section 4.12 of the SOW.
A13: There are no missing pages; the page numbering did get skipped during document formatting unbeknownst to the preparer of the SOW. Therefore, please disregard this error in formatting and know that there is no missing content. With regard to Section 4.12 - PCB Congeners referenced in the Table of
Contents (TOC) of the SOW, this section was removed on purpose, but the reference in the TOC was not.
Therefore, please consider Section 4.12 of the SOW removed from the table of contents.
