About this file

This document is a single source justification for a federal construction project. The Department of Veterans Affairs Network Contracting Office 23 is seeking to procure five BEST lock 9K key systems as a partial requirement for an upgrade of the mental health lock ward at the Fort Meade VA Medical Center. The justification for a single source procurement is that the BEST lock 9K system is the standard lock system already installed throughout the medical center, and using the same system will allow for interchangeable parts and reduce maintenance and repair costs. Market research found no other systems are fully compatible with the existing infrastructure. The overall construction project will be competitively solicited as a 100% service-disabled veteran-owned small business set-aside with an estimated award date of February 2023.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-23-AP-0828

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO23), VA

Black Hills Health Care System (VABHHCS), Fort Meade VA Medical Center, Facilities Management Engineering Department, 113 Comanche Road, Fort Meade, SD 57741. VA Purchase Request Form 2237 number is 568-23-1-9965-0006.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: A new construction project that has a need for a brand-named sole source item – five (5 BEST lock 9K Key

System. This is a partial requirement for 568-20-102 Upgrade Mental Health Lock Ward which the contractor shall renovate the mental health lock ward of Building 148. This project will raise the ceiling in the lock ward. This project will construct a penthouse for the new mechanical equipment displaced by the ceiling raise. The estimated cost for this partial requirement of the project is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The specified brand-named BEST lock 9K Key System is the only lock system that is currently being installed at the Fort Meade VA Medical Center. The intent is to install the same door lock/key system throughout the medical center to use in-stock (readily available at the facility) replacement parts/materials and equipment for repairs of these doors which will significantly reduce maintenance and repair costs to the Government due to no additional purchases of other locksmith equipment. In addition, there would be less possible security breaches because staff is familiar with and accustomed to this lock/key system. Standardization for the facilities door hardware is imperative to be compliant with facilities physical security system and the safety of patients and employees of the facility.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted prior to selecting this manufacturer as the facilities standard base.

This justification is specific to BEST lock 9K Key System. This partial requirement of this project is a minor extension of the existing door security that Fort Meade VA Medical Center has put into place at its facility. Currently, there are no competing vendors whose products are fully compatible and can be interchangeable with the existing door cylinders. If a manufacturer other than BEST is found to have the capability to use interchangeable parts and equipment and be able to provide exact functionality of the BEST lock 9K Key System, then it will be considered acceptable. None to date is known or shown to be available.

By standardizing the door cylinders at the VAICHCS, it allows the Government to take advantage of cost savings on spare replacement parts, and maintenance. It also allows standardization to the

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT security of the facility and its door hardware. Should another door cylinder be used it would create duplication of costs for the Government and increased possibility of security breaches to the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
