Solicitation Number: 36C26323B0001 Project Number: 568-20-102 Upgrade Mental Health Lock Ward (FM)

Responses to Questions/RFI/Clarifications

Q: Div 5-- There isn’t a 054000 spec, the structural plans do not show the metal stud framing, and the architectural details on AE-302 (B1-D1) don’t reference much other than using a 3 5/8” stud.

A: Spec Section is attached as addendum

Q: Keynote 9.11 on AE-101-- references installing drywall at raised ceiling areas. Does the new drywall need to extend to the new ceiling height or full height to the deck?

A: Unless at rated fire or smoke wall, gypsum to be minimum 6” above ceiling

Q: Spec 092900.2.1-- calls for impact resistant drywall to be used throughout the project. Does it make sense to use this product in the mechanical penthouse or at the new drywall ceilings on AE-110?

A: Add impact resistant drywall at all ceilings, not needed in mechanical penthouse.

Q: On sheet ED-103 specific note E003 calls to demo out the cable tray. Are all of the lines in the cable tray to be demoed part of this project or do some of the lines feed a separate area not in this project? If lines are feeding other areas will it be required to pipe them all the way though the areas not included in this project?

A: Cabling within the tray serving existing items that are to remain within the mental health locked ward will be getting re-cabled as per miscellaneous notes on sheet EY-401. Existing cabling that is currently serving devices outside of the areas of construction at the Mental Health Ward will need to be rerouted or provided as new to accommodate the construction work to take place. Existing raceways outside of the area of construction in the Mental Health Ward may be utilized for this work.

Q: On Sheet ED-103 specific notes E005, E006, E007 all call for existing devices to remain in place. Are these devices currently piped all the way back without junction boxes. If not, will it be required to pipe and re pull these devices?

A: Existing devices as identified via notes E005, E006, and E007 are called out the remain in place and the contractor will need to ensure that they remain in service. The contractor will need to rewire, recable to accommodate this work. The contractor may need to pipe and pull new cabling/conductor as needed to accommodate the work taking place.

Q: Are junction boxes acceptable in the ceiling with blank covers? It appears that some of the piping will require more than 360 degrees of bend in order to get to the destination.

A: Some access panels are being provided in the corridor for access above the ceiling. Per miscellaneous notes on the electrical drawings the contractor can route new raceway in the new penthouse being constructed on the roof to maintain access to junction boxes.

Q: The only roofing that’s listed on the plans is for the new clubhouse, is there any roofing (repairs) that will be needed on the roof that’s already there on the original structure?

A: Roofing will need to be repaired where removed to install penthouse structure and framing.

Q: For the roof drain, are we to replace just the strainer or the piping below as well?

A: Piping is shown for replacement on sheet PP-101.

Q: Is the VA aware of any current or former roof leaks within the scope?

A: No additional roof survey was done for leaks.

Q: What/where is the VA preferred access to the roof for hoisting the mechanical penthouse materials. Does the VA expect the courtyard to be affected?

A: The VA does not have a preferred access, but contractor will have to coordinate lifts if lifting over occupied areas to off hours.

Q: Can the VA provide specs on the existing flooring?

A: See attached epoxy submittal for areas with existing Epoxy. No special VCT, carpet, sheet vinyl or LVT was used in the original construction.

Q: For clarification on the plan set, Is the contractor allowed to either:

1. Build a 1 hr rated construction barrier, fully enclosing the construction space from occupied spaces.

Or

2. Build new or renovate existing smoke partitions, plus provide temporary sprinkler coverage on both sides of the temporary smoke partition.

a. If option #2 is permitted, can the existing plastic sprinkler pipe be used to provide temporary coverage during construction?

A: Build up a 1 hr rated construction barrier prior to demoing the ceiling. Contractor to extend the existing dry wall to deck along the adjacent DC103 corridor wall an additional 24” on both sides.

Provide fire pillows for the cable tray above the back door by D130 that leads into the ward. Provide dry wall on both sides of the windows temporarily. Doors provided at the south end construction barrier to meet 45 minutes fire rating. Blue line indicates walls that must be brought up to 1 hr. In the dining room C105, C104 Gym, CC105 sally port and C105A toilet provide temporary sprinklers while ceiling is not in place. Temporary sprinklers are to be steel pipe and flipped.

Q: Per Sheet EY-401 Note ‘J’: Where existing conduit and cable currently serves the overhead paging speakers and RTLS Stars, to confirm, WILL new cabling and conduit be required to adjust to the new ceiling height through-out the project space? If new cabling and conduit is NOT required, is the intent to temporarily bag the device while maintaining circuit connections or is the intent to remove the device, disconnect and re-install at a later date?

A: The contractor shall provide new cabling and conduit to these devices to adjust to the new ceiling height. The intent is to reuse the exiting devices and re-install at a later date. Contractor shall communicate with JCI to decommission the nurse call, overhead page, and RTLS prior to removing.

Q: Will there be any new concrete poured in any of the areas? I looked for section 3-30-00 in the specs and did not find any.

A: No new concrete poured.

Q: If it is existing concrete, how old is the slab?

A: 1964 is when the building as-builts are dated.

Q: I noticed sloping in shower areas of rooms D120, 121, 125, 126B and 128B: Are those areas currently sloped or will GC provide sloping? There was no mention of it in resinous spec but there is mention of a self leveler in 2.2 section 9.5.16 page 4, would that work be performed by the GC?

A: The existing is sloped however there is demo of the old flooring and it is expected to impact the floor levelness/slope. The GC and subs shall coordinate efforts to meet the contract requirements.

Q: In drawing AE802 mechanical penthouse, are the darker areas all drains?

A: Mechanical penetrations as labeled on AE102.

Q: In the spec 9.96.59--There is a callout for specialty glazed coatings for walls RES-W1 and W2.

When I went into drawings on A801 and 802 there is only an epoxy PTE call out for the restrooms. Is the specialty glaze what they are looking for in the bathrooms?

A: Walls of bathrooms should follow RES-W1 and W2.

Q: Is there a possibility of a 2nd site visit?

A: No additional site visit will be scheduled.

Q: Ref drawing S-501, AE-102 & AE-601 - Detail B1 /S-501 illustrates 6” cold form frames walls. Drawing AE-102 identifies the wall as wall type E2 which is shown on drawing AE-601 as 3-5/8 nonstructural framing R 13 fiberglass insulation and 5/8 gypsum only on exterior. Detail D1/ AE-302 illustrates 5/8 drywall on interior as well as exterior. What size and type of framing is required for penthouse walls? Is 5/8 drywall required on interior and if so what level of finish ? Will the finish schedule on drawing AE- 801 be revised to include finish in room 201?

A: Please follow architectural details: 3-5/8” Studs with exterior face aligned with exterior of steel columns to allow exterior Gypsum BD to continue past columns (do not attach Gyp BD to columns.

Continuous rigid insulation required on exterior of gypsum board and then metal siding.

Batt insulation at all 3-5/8” stud and interior gypsum as shown in architectural details.

Q: Spec section 01 35 26-part 1.7 C indicates SSHO must be an onsite full time separate individual. The quality control spec 01 45 00-part 3.4 B indicates the QC manager must have a degree. With the majority of project superintendent’s not carrying a degree, this requirement causes the general contractor to have 3 separate individuals for supt., SSHO and QC manager. Could a secondary off-site part time professional QC manager fulfill the educational requirements if used to assist the onsite superintendent which would be the primary QC manager?

A: Safety – SSHO does not have to be a separate individual from superintendent.

Quality Control Manager can be remote as along as roles are defined in CQC plan. The requirements for the Quality Control personnel per discipline allow Construction Manager with shown documented years of experience in lieu of degree. All must have documentation of passing the Construction Quality Management Course as listed or able to achieve as stated.

Q: What is the preferred sprinkler head color and temperature?

A: Red 155 degrees F

Q: In room 129A the lower nurse call button is not present, but is on the nurse call drawings sheet NC105.1. Is this button required to be installed on this contract?

A: Yes, install cabling, conduit, and the button.
