About this file
This document is a Purchasing Memorandum and Bidders Questions and Answers submission from the Division of Correctional Industries, a New York State agency located in Albany. The IFB #2225 solicits bids for Zinc-Free Floor Finish Concentrate, with a bid opening scheduled for Tuesday, January 20, 2026. The contract period is anticipated to commence on or about February 6, 2026 (pending Office of State Comptroller approval) and extends through February 5, 2029, with two optional one-year renewal periods available. The product must be a high solids (36-40%) zinc-free floor finish concentrate formulated without PFAS that, when properly combined with water and other chemicals following a specific formulation, produces a finished floor finish with 18-20% solids content meeting Green Seal GS-40 standards. The finished product will be manufactured at Washington Correctional Facility in Comstock, New York, and must be producible using existing equipment in the Soap Shop. Prospective bidders were directed to address inquiries to Renate Sanders, Contract Management Specialist I, at (518) 408-4220 or via email at Corcraft.ProcurementServices@doccs.ny.gov.
The memorandum clarifies a specification discrepancy regarding solids content, confirming that 36-40% solids applies to the concentrate itself, while the finished floor finish product requires 18-20% solids content. Bidders must certify with appropriate documentation that the product offered will produce a Green Seal-compliant finished product and is Green Seal approved. The product must be environmentally responsible, fast-drying, high gloss, and slip resistant. No contracting goals have been established for Service-Disabled Veteran-Owned Businesses (0.00%), Minority-Owned Businesses (0.00%), Women-Owned Businesses (0.00%), or Disadvantaged Businesses (0.00%). Barentz North America LLC of Boca Raton, Florida was identified as a business enterprise previously awarded an identical or substantially similar procurement contract within the past five years.
